Description
PRESOLICITATION SYNOPSIS NOTICE: The Bureau of Reclamation’s U.C. Regional Office anticipates issuing Request for Proposal (RFP) R16PS01257, to acquire PIT tags, PIT tag readers, PIT tag implanters, PIT tag antenna systems, miscellaneous PIT-tag related equipment, technical assistance for PIT-tag related issues, and software. The contract(s) awarded under this solicitation will be accessible to any agency within the Department of the Interior that have the authority to make the purchase. The Department of the Interior uses PIT tags and related equipment for many applications where animals, primarily fish, and other objects are tracked and recorded through the use of Passive Integrated Transponder tags (PIT Tags). These tags and associated equipment are required to meet the needs of various agencies to continue to conduct research and monitoring activities of the various items and animals that can be tagged using a PIT tag. The RFP will contain information regarding the requirement that will include but is not limited to: (1) the physical measurements of the PIT tags including the weight, length, width, ISO compliance and operating frequency; (2) The operating specifications including the reading distance, read speed, and electrical performance; (3) The types of readers required, the need for multiple-antenna readers and the temperatures and environment the readers will need to operate in; (4) the PIT tag implanters and injectors must be compatible with the PIT tags, the different types of implanters required, the implanters and injectors shall be capable of quickly inserting the PIT tag into the fish and withdrawn, leaving a small incision that quickly heals; (5) preloaded PIT tag needles for single use that in some cases will need to be sterile and also non-sterile will be needed; (6) preloaded PIT tag needles in trays (7) Replacement PIT tag implanter needles (8) Software and Antennas; and (9) in limited capacity some professional services will be required for the design, installation and maintenance of the PIT tags and equipment. The Government intends to conduct a multiple award procurement using full and open competition, and also intends to reserve one or more contract awards for any of the small business concerns identified in FAR 19.000(a)(3). The Government intends to award this requirement as a five (5)-year Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) delivery orders that represent the best value to the Government. In the event that the Government makes multiple awards, delivery orders are intended to be competed between the awardees and at the Contracting Officer’s discretion orders may be set-aside for small business. The Government may award to one contractor if only one is deemed technically acceptable, or a contractor's price is not fair and reasonable. If the Government does not receive an acceptable offer from a responsible small business, the Government reserves the right to award on an unrestricted (full and open competition) basis. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal Request for Proposal (RFP). This PRE-SOLICIATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved in submission of information in response to this notice. Release of an official solicitation is anticipated to occur in July 2016. Interested parties are encouraged to monitor www.fbo.gov for the release of the solicitation.
