Description
Specifications and description of the project Drawings of the septic system The USDA Forest Service, Northern Research Station intends to award a negotiated, Firm-Fixed Service Contract for the replacement of the waste water system at the Grey Towers National Historic Site. A. The contractor shall provide all equipment, labor, materials, supervision, and incidentals to accomplish the following project. Project Summary Description: The project includes, but is not limited to, the following major items of Work: 1. Replace existing sewer lines and install new sewer lines using trenchless methods to avoid disturbing historic structures and elements. Existing clay tile sewer lines will be replaced by pipe bursting, new sewer lines will be installed by horizontal directional drilling. Portions of new sewer lines may be installed by conventional trenching where practical. Install new precast concrete manholes and sewer line cleanouts. 2. Install new septic tanks. Replace existing dosing tank and pump with a new larger dosing tank and pump. 3. Enlarge the existing sand mound disposal area. Add new supply line, distribution laterals, and cleanout/flushing ports. 4. Construct a stabilized access way with stone retaining wall. 5. Restore all disturbed areas. Abandon portions of the old wastewater system in place B. The acquisition will be solicited using the procurement processes prescribed in Part 15, contracting by negotiation by Federal Acquisition Regulations. The period of performance shall be three and half months from Notice to Proceed (NTP) C. This requirement is a total small business set aside. D.The NAICS Code for this acquisition is 237110, with a small business size standard of $36.5 Million. E. Contractors are required to be registered in the System for Award Management (SAM) per FAR 52.204-7, System for Award Management (www.sam.gov) F. One contract will be awarded as a Best Value Tradeoff to the offeror whose technical and cost proposal is the most advantageous to the Government. Award may not necessarily be made to the offeror submitting the lowest price, or to the offeror with the highest technical score. The critical factor in making any cost/technical tradeoffs is not the technical spread, but rather what is the significance of that difference. See Section M for additional details. G. Period of Performance: To start on or about August 24, 2016. H. Bonding requirements: 20% bid bond with offer; 100% performance & payment bonds upon contract award. I. All prospective offerors are encouraged to inspect the site prior to submitting an offer to assess the condition of the site and the scope of work proposed. Failure to do so does not relieve the offeror from accurately determining the scope of work required. A Pre-Proposal Conference is scheduled for Wednesday, June 29, 2016 at 2:00 PM (Eastern Time) at the USDA Forest Service, Grey Tower National Historic Site, 151 Grey Towers Drive. Milford PA 18337.
