- This is a PRESCOLICITATION NOTICE only. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The solicitation will be posted on the Federal Business Opportunities (FBO) website on approximately June 16, 2016. Applicable NAICS code is 541990. Point of Contact: Pamela Phillips, Contract Specialist; Pamela.phillips@va.gov The Department of Veterans Affairs Veterans, VA Midwest Healthcare Network, Veterans Integrated Service Network (VISN) 23 has a requirement for qualified firms capable of providing Boiler Safety Inspection services per the following statement of work: Performance Work Statement Boiler Safety Testing and Remaining Life Study Services VA Midwest Health Care Network (VISN 23) The contractor shall provide qualified inspectors, technicians, and all labor and materials necessary to perform and document Safety Testing of thirty-eight (38) high-pressure steam Boilers, and associated de-aerator tanks and feed-water tanks. This equipment is distributed among eleven (11) VA medical center steam plants in VISN 23. The contractor shall provide a qualified inspector, technicians, and all labor and materials necessary to perform and document "Remaining Life Studies" for six (6) high-pressure steam boilers located at the Fargo VA medical center and the Sioux Falls medical center. The work shall be performed in accordance with the terms and conditions stated within this Performance Work Statement (PWS). The Contractor shall read and understand the PWS, including all attachments, which contain mandatory procedures and requirements. The Contractor shall resolve any ambiguities, and/or omissions or errors, with the Contracting Officer's Representative (COR), prior to beginning work. As resources available at the medical centers vary, the Contractor shall make a site visit to each location, to determine the staffing and materials needed to perform the services. Location of performance: VA Medical Centers associated with VISN 23. For service locations, see Attachment "D." 1.0 GENERAL 1.1 The Contractor shall perform safety-testing services on thirty-eight (38) steam boilers, and auxiliary equipment. These services are to comply with all applicable manufacturer's specifications and requirements, and the following VA Standards: "Steam Plant Operations" and "VHA Boiler Plant safety Device Testing Manual," (See Attachments "A," and "B"). 1.2 All monthly, semi-annual and yearly safety testing of the boiler equipment, that is listed in Attachment "A," shall be performed on each boiler concurrently, regardless of the time elapse since the previous inspection/testing of the boiler, in order to establish a uniform baseline for VISN planning. 1.3 The Contractor shall perform Remaining Life Studies on six (6) steam boilers located at the VAMC Fargo and VAMC Sioux Falls, per VA requirements, see Attachment "C." 1.4 The Contractor shall employ all Inspectors/technicians that are necessary to properly perform the services in this PWS, see 3.2 below. 1.5 The Contractor shall provide all labor, materials, and equipment necessary for protection of VAMC personnel, furnishings, equipment and buildings from damage, and shall replace or repair any damage due to work performed under this contract equal to its original construction and finish. Contractor must have adequate insurance protection against negligent work and other forms of liability and follow all federal, state, local, and VA Regulations related to this requirement. 1.6 The C&A requirements do not apply, and that a Security Accreditation Package is not required. 1.7 The Contractor shall provide written reports for all testing and studies performed under this PWS, per the Reporting Requirements in 8.0 below. 2.0 SCHEDULING 2.1 The Contractor shall provide to the COR, a complete, detailed, and finalized time schedule, that includes all specified service activities at all of the locations listed in Attachment D, at least two weeks prior to beginning any on-site work. 2.2 The Contractor shall provide at least two weeks' notice to the COR's on-site technical designate (plant supervisor, or maintenance supervisor), prior to performing the work at a Medical Center. Work cannot be scheduled during heavy steam load periods. Only one boiler at a time can be out of service for the study and safety testing/calibration procedures. The Contractor shall work only when the technical designate is available on-site to monitor the work. 2.3 Except by special arrangement with the Medical Center, the Contractor shall schedule inspections, testing, and calibration, only during VAMC's normal working hours (8:00 a.m. to 4:30 p.m. Monday through Friday excluding federal holidays). Federal holidays consist of New Year's Day, Martin Luther King Jr.'s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day (usually holidays that fall on Saturday are observed on the preceding Friday and holidays that fall on Sunday are observed on the following Monday). In addition to the days designated as holidays, the Government observes any other day designated by Federal Statute, Executive order, or by the President's Proclamation. 2.4 Check in/out procedures as follows: Prior to the commencement of and immediately after each service visit; the contractor and/or the contractor's authorized technicians, must check in and out with the Medical Center Boiler Plant staff. Due to heightened security requirements, the contractor and/or the contractor's authorized service representatives shall be escorted and will be required to wear an ID Badges which will be signed for upon arrival and turned in when leaving and be escorted. This badge must be turned in before leaving the premises; otherwise, the person signing for it will be required to pay for the unreturned ID Badge. 3.0 PERFORMANCE 3.1 Introduction 3.1.1 VISN 23 Medical Centers have central high-pressure steam plants for heating, air conditioning, domestic hot water, and process. 3.1.2 The VA has requirements for periodic safety testing of high-pressure (over 15 psig) steam boilers and auxiliary equipment to ensure safe and reliable operation of VA owned steam plants. 3.1.3 See Attachment "D," for the listing of major steam plant equipment to be serviced under this PWS. 3.2 Qualifications of the Contractor's Personnel and Applicable References: 3.2.1 Boiler Inspectors shall be "Qualified Professional Inspectors." Proof of qualification shall be provided to the COR upon request. They shall be versed with and have access to the current versions of "reference materials" listed in "3.2.3" below. A "Qualified Professional Inspector" is defined as one who possess one or a combination of the below qualifications. "Has a valid commission from the National Board of Boiler and Pressure Vessel Inspections, NBBI "Has passed a written examination under the laws, rules and regulations of a state or other recognized jurisdiction "Is regularly employed as a boiler inspector by a jurisdiction which has adopted and administers one or more sections of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code as a legal requirement, and has a representative serving as a member of the ASME Conference Committee "Is regularly employed by an insurance company that has been licensed or registered by the appropriate authority of a State of the United States to write boiler or pressure vessel insurance 3.2.2 The Contractor is required to provide technical support personnel for Boiler Safety Device Testing, and Remaining Life Studies, as needed. The support personnel shall be qualified for boiler plant burner, control and instrumentation testing. Proof of qualification shall be provided to the COR upon request. Qualifications shall include completing at least a one-year trade school or equivalent, and five years successful experience in this field. The experience shall include large institutional or industrial high-pressure steam plants. 3.2.3 Testing and inspections shall comply with the recommendations in the listed "Reference Materials," below, latest versions, plus any other materials/manufacture reference materials needed to complete all contract requirements: "ASME Boiler and Pressure Vessel Code: oSection I - Power Boilers oSection IV - Heating Boilers oSection VI - Care and Operation of Heating Boilers oSection VII - Care of Power Boilers "ASME B31.1, Power Piping Code "ASME CSD-1, Controls and Safety Devices for Automatically Fired Boilers "ANSI/NB-23, National Board Inspection Code "NFPA 85, Boiler and Combustion Systems Hazards Code "VHA Boiler Plant Safety Device Testing Manual, 3rd Ed "Utilize National Board Forms NB-6 and NB-7 "National Board Inspection Code Part RB, In-service Inspection of Pressure-Retaining Items "Department of Veterans Affairs Medical Center Scope of Work Engineering Study of Boiler Reliability/life Expectancy 3.2.4 The Contractor shall equip testing and study technicians with all of the tools and equipment necessary to perform the work (standard in-plant equipment such as ladders, plant air, and forklifts may be utilized under the supervision of VA staff, if available. The contractor shall determine the availability of on-site government owned equipment during the site visit.) All of the tools and equipment, used by the contactor's technicians, shall be currently calibrated according to either the manufacturer's specifications or a standard traceable to the National Bureau of Standards. 4.0 REQUIREMENTS TO BE COMPLETED BY MEDICAL CENTER STAFF 4.1 Safety testing: medical center staff shall have the boilers that are to be tested prepared for the test personnel upon their scheduled arrival "Boilers fully warmed and at normal steam pressure "Steam exhaust silencer shall be operable "Valves operable "Boiler burner and fuel train pressure gages and thermometers calibrated "Fuel meters in accurate operation (pressure/temperature correction factors provided, if applicable) "Boiler steam flow, stack temperature and flue gas instruments operating, "Backup/standby boilers ready for operation "Any other preparations necessary for the Contactor to complete the service successfully "Medical center staff shall return boiler to normal operation when the Contractor completes the testing 4.2 VA staff will comply with any other requirements of the test/study personnel that are considered reasonable by the VA, and have been presented in writing to the on-site technical designate; and agreed to at least two weeks prior to the scheduled testing. 4.3 Medical Center Responsibilities Remaining Life Studies; "All preparation work shall be done prior to arrival of inspection personnel " Coordinate lockout tag-out procedures with the contractor to ensure that requirements under 29 CFR 1910.147 are met. "Provide adequate lighting "All records of maintenance and repair activities, water treatment logs, operational logs, inspection reports, and all histories of prior problems shall be readily available during the inspection, records for three years where available. "The boiler to be evaluated shall be fully cooled and "isolated" "Remove all manway, hand-hole covers, and access panels "Remove all drum internals "Clean all fireside and waterside surfaces "Arrange for ladders, lifts and other devices necessary to allow access to the boiler "Coordinate confined space procedures with the contractor to ensure that requirements under 29 CFR 1910.146 are met. "Furnish copies of the original national Board (NB) "Manufacturer's Data Report" inspection form that was prepared for the boiler when new "NB "Report of Repairs" forms if boiler or pressure vessel repairs have been performed. "Coordinate preparation work with the requirements of the Contractor "When the Remaining Life Study is completed, the medical center staff shall return the boiler to normal operation. 4.4 VA will comply with any other requirements of the test/study personnel that are considered reasonable by the VA, and have been presented in writing to the on-site technical designate; and agreed to at least two weeks prior to the scheduled testing. 4.5 The COR's on-site technical designate will observe the work. 5.0 CONTRACTORS SAFETY TESTING GENERAL REQUIREMENTS 5.1 Safety testing is required for all boilers and auxiliary equipment by VA Directive. All monthly, semi-annual and yearly testing requirements that are listed in Attachment "A" shall be performed on each boiler listed in this contact, in order to establish a uniform VISN wide baseline. Any improper operation, improper installation, inability to test, improper device, or absence of a required device, shall be reported along with recommendations to correct the problem. No test shall be omitted due to lack of testing equipment. 5.2 The testing shall comply with the references listed above. The work shall include but not be limited to the following: 5.3 Record the initial instrument/control settings and compare with required settings. Review the log sheets for the boiler plant, and any alarm or trouble reports; note any problems. Make adjustments as necessary and record the new settings 5.4 Inspect safety valve installations and verify that the valves have proper capacity and set pressure and valves, drains and vents are properly installed. Verify that valve-locking seals are not broken. Perform an operational test under pressure to confirm operation of the safety valves at proper set pressures. Operate boiler with burner at high fire to verify adequate steam flow capacity of the safety valves ("accumulation test"). 5.5 The operation of a safety device must result in safe burner shutdown, safety valve operation, and/or proper alarm operation in the event of off-normal conditions. 5.6 Verify accuracy of all instrumentation and controls. Verify that all devices are properly selected for the application in terms of type, size, set point range, performance, and code approval. Calibrate all instruments that are not within manufacturer's specifications for accuracy, report any instrument/controls that cannot be properly calibrated. 5.7 Immediately inform the COR's technical designate of any recommended repairs, modifications, or safety related problems. 6.0 CONTRACTOR'S BOILER REMAINING LIFE STUDY GENERAL REQUIREMENTS 6.1 The boilers in the Fargo VA medical center plant and the Sioux Falls VA medical center plant are to have a "Remaining Life Study, per Attachment "C," and other requirements included in this PWS. "The Contractor shall coordinate with the COR and on-site technical designate to schedule inspections and testing. The Contractor shall ensure that coordination and scheduling of any inspection/test is conducted at least two weeks prior to the intended date of an inspection/test. The Contractor shall coordinate meeting "Confined Space" Requirements, with the on-site technical designate. Inspections must be scheduled for periods when the VA determines that the boilers that will be inspected internally; will not be needed for steam supply and when the technical designate is available on-site, to monitor the inspections/testing. To maintain steam service, typically only one boiler at a time will be scheduled for internal inspections per inspection visit. Thus, multiple visits will be necessary to inspect all of the boilers internally. "Coordinate the inspection schedule with the COR's technical designate so that the VAMC can have personnel available to assist, and monitor the inspections. "The work shall include inspection and documentation of problems, including but not limited to the following inspection points: ".Review the boiler history including: operating conditions, date of last inspection, current inspection certificate, ASME stamping on boiler, National Board registration number, history of repairs and modifications. Review boiler logs, water test reports, and reports on tests performed on the burner controls and interlocks. "Assess the external parts of the boilers and boiler accessories and piping and valves for safety, accessibility, proper maintenance and operation, cleanliness, and compliance with codes. "Inspect for evidence of leakage of combustion gases or fluids, externally and internally, including all gaskets. "Inspect foundations for signs of stress such as cracking or movement. "Inspect boilers externally and internally for defects including bulges, blisters, cracks, wasted or eroded material, warping, general corrosion, grooving and pitting, damaged insulation. The inspector must completely enter the internal spaces of the boiler and visually inspect all internal surfaces that are accessible. "Inspect all accessible internal surfaces for waterside and fireside deposits, including scaling, sediment, debris, carbon deposits. "Examine all stays and stayed plates. "Inspect gas side baffles. "Inspect internal drum surfaces and steam separating internals. "Inspect tubes, tube ends and tube alignment. Check for sagging tubes and thin tube walls. "Verify that all nozzles of internal piping such as feed water admission and bottom blow off collection are clear with no obstructions. "Inspect seating surfaces of man ways and hand holes. "Check that boiler structure is plumb and level with no excessive deformations. "Check for missing items such as bolts and nuts. "Examine all valve and pipe connections to the pressure vessel. "Inspect refractory including burner throat, expansion joint, bull ring, furnace seals, furnace walls and floor. "Verify proper alignment of burner assembly. "Inspect furnace for evidence of flame impingement. "Inspect piping connected to the boilers for evidence of leakage, provision for expansion, provision of adequate support, proper alignment, and evidence of detrimental conditions. "Inspect piping to the water column, low water cutoffs and alarms, gage glass. Verify that interior of piping is clear of obstructions. "Inspect valves on boiler feed water, blow down, drain and steam systems. "Provide recommendations for sufficient (minimum ten (10) unique) non-destructive tests and perform non-destructive tests to establish the mechanical condition of the boiler. 7.0 PROPER INVOICE/BILLING 7.1 Invoices submitted for payment of services provided under this contract must be submitted within thirty (30) calendar days after the date in which service was performed and contain, as a minimum, the following information: "Name and address of the business concern "Invoice date "Purchase Order number (must have Purchase Order number to ensure prompt payment on all invoices and shipments) and Contract number "Description, price, and quantity of supplies and/or services actually delivered or executed "Any other substantiating documentation or information as required by the contract 7.2 Invoices shall be submitted for payment electronically, utilizing the Invoice Payment Processing System (IPPS). 8.0 REPORTING REQUIREMENTS/DELIVERABLES 8.1 All safety-related deficiencies shall be immediately reported to the COR and the on-site technical designate for the facility, without waiting for completion of the written report. 8.2 Provide a complete written report of the inspection/testing fully describing all tests performed, inspections made, all findings, and recommendations. Provide a unique report for every medical center steam plant and list inspection/testing results for each piece of major equipment in the plant separately. Utilize a common format for all testing reports and utilize good grammar and a minimum of jargon in the written comments, ensure legibility. 8.3 Provide a separate report for the Fargo and Sioux Falls Remaining Life Study. Include a checklist; pass, fail, marginal, and applicable comments, for all inspection points listed in this PWS and Attachment "C." The comments shall be detailed enough to provide guidance to VA engineers in determining the replacement or retention of the Fargo boilers, utilize good grammar and a minimum of jargon in the written comments, ensure legibility. 8.4 Provide sketches and photographs in the Safety Testing and Remaining Life Study reports, as necessary, and as requested by COR, to show areas identified as not acceptable for continued service or requiring repair. 9.0 VHA Directives "Department of Veterans Affairs VHA Directive 2008-062 Boiler Plant Operations "VHA Boiler Plant Safety Device Testing Manual Third Edition "VHA Scope of Work; Engineering Evaluation of Boiler Reliability/Life Expectancy
