- Title: Inventory of Historic Properties of Religious and Cultural Significance at Rock Creek, John Day Project, Washington Description: The Portland District intends to award a sole source, firm fixed price contract to the Confederated Tribes and Bands of the Yakama Nation, 401 Fort Rd, P.O. Box 151,Toppenish, WA 98948-0151 in accordance with FAR 13.501(a)(1). Service: The overall objective of this work is to identify and assess traditional use areas in order to assist the Corps with National Historic Preservation Act (NHPA) Section 106 compliance and long-term management decisions. The study produced by this contract is intended to directly support the John Day Project's obligation to comply with Section 106 of the NHPA by identifying traditional cultural properties (TCPs) and historic properties of religious and cultural significance to Tribes (HPRCSITs) at the John Day Project through the gathering of oral history data regarding traditional use areas of the various tribes of the Confederated Tribes and Bands of the Yakama Nation (YN). This data will assist in establishing the traditional cultural context of archaeological sites, hunting areas, fishing areas, and other areas used by YN Tribal members that fall within the established John Day Project operations area of potential effect (APE) in the area of Rock Creek, Washington; an area of traditional importance to the YN. This data will also assist the Corps's inventory efforts within the APE by providing a framework for evaluation of cultural resources found within the study area. The information will be used to identify both areas within the APE not previously identified as traditionally important to the YN and areas in need of further research and studies to potentially link TCPs, HPRCSITs, and archeological sites with oral history data. The primary deliverable of this contract is a final report of oral history interview results highlighting material relevant to the subject, preferably within the APE, with a bibliography, and maps of locations identified from the interviews. The Contractor must be authorized to represent and speak on behalf of the Confederated Tribes and Bands of the Yakama Nation.
