SOURCES SOUGHT NOTICE Solicitation Number: HHS-NIH-NIDA-SSSA-SBSS-2016-369 Title: Leica STED SP8 Microscope System Upgrade Classification Code: 66 - Instruments & laboratory equipment NAICS Code: 334- Computer and Electronic Product Manufacturing/334516- Analytical Laboratory Instrument Manufacturing Description: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background The National Institute of Neurological Disorders and Stroke (NINDS) is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. The Synaptic Transmission Section (STS) aims at understanding how vesicle exo- and endocytosis, two key processes mediating the presynaptic component of synaptic transmission, are mediated and regulated. STS studies vesicle exocytosis, vesicle endocytosis, and their roles in synaptic plasticity. In particular, STS studies at the molecular level how the vesicle fuses to generate a fusion pore to control transmitter release, how the fused vesicle merges with the plasma membrane, how the fusion pore is closed, and how the endocytosis, including curvature formation, omega-profile formation, fission, and vesicle pinch off, is initiated and mediated. STS is conducting exocytosis experiments with an existing Stimulated Emission Depletion (STED) SP8 microscopy system. STED SP8 microscope system upgrade is required to simultaneously image and view individual vesicle fusion events on 3 or more STED channels. Objective The purpose of this acquisition is to upgrade the STS's existing 3D STED microscope system with an additional laser line (448nm) to image live cultured cells and neurons at high speed and high resolution with multiple proteins. Project Requirements: The Contractor shall provide the NINDS STS with one (1) upgrade of a Leica STED SP 8 microscope system as follows: QuantityItem Number Description 1158009165Continuous Wave (CW) laser integration for White Light Laser (WLL) Kit Optical, mechanical and electronic components required to integrate cw laser lines to STED SP8 X. 1158009423Upgrade Laser Kit V Upgrade STED SP8 microscope with continuous wave laser "Violet" emitting at 442 nm. Delivery Date The Contractor shall deliver and install the required equipment within 18 weeks (90 days) after Receipt of Order. Delivery must be FOB destination and include inside installation. The equipment shall be delivered between normal working hours (from of 8:00 AM to 5:00 PM, Bethesda, MD local prevailing time, Monday through Friday. On-site training must take place at the customer site within two (2) weeks of equipment installation. Training shall be for up to two (2) individuals over a one (1) day period for duration of at least three (3) hours. Training shall take place between the hours of 8:00am and 5:00pm, Bethesda, MD local prevailing time, Monday through Friday. The Contractor shall provide an original equipment certified (OEM) service technician to perform delivery, setup, installation and training. OEM service technicians will be cleared at the commercial vehicle inspection station on 9000 Rockville Pike, Bethesda, MD to gain access to the premises. Section 508 Electronic and Information Technology Standards Is not applicable for this requirement. Capability Statement /Information Sought. The respondent's response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to fifteen (15) page limit. The 15-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondent's technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
