- Project Title: Inventory for Historic Properties of Religious and Cultural Significance to Indian Tribes and Ethnographic Study within the Bonneville, The Dalles, and John Day Projects, Washington and Oregon Description: The Portland District intends to award a sole source, firm fixed price contract to the Confederated Tribes of the Umatilla Indian Reservation, 46411 Timíne Way, Pendleton, Oregon 97801 in accordance with FAR 13.501(a)(1). Service: In 2014, the Corps performed a data gaps analysis, which included an analysis of traditional cultural properties (TCP) and historic properties of religious and cultural significance to Tribes (HPRCSITs). The objective of this work is to identify and assess traditional use areas within the Bonneville, The Dalles and The John Day Projects in order to assist the Corps with National Historic Preservation Act Section 106 compliance and long-term management decisions. The study area includes the direct effects Area of Potential Effect (APE) for the Bonneville, The Dalles and John Day Projects. The objective of this contract is to inventory and identify relevant previous ethnographic and oral history works and data located at the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) archives. This data is to be related to HPRCSITs and TCPs within the established APE. The primary deliverables of this contract are: 1) Develop a Final Report with an annotated bibliography of the inventory of studies and ethnographic works located at CTUIR; 2) Digitize existing locational information by geographic or cultural areas in a geo-database and provide this information to the Corps; and 3) Define geographic areas which have never had HPRCSIT-related studies completed or that are not adequately documented. The inventory will identify and consolidate previous recorded information. The information will be used to identify areas within the APE in need of further research and studies to link archeological sites with historic documentation. The Contractor must be authorized to represent and speak on behalf of the Confederated Tribes of the Umatilla Indian Reservation.
