Description
DESCRIPTION: The US Army Research Development Engineering Command, Natick Soldier Research Development and Engineering Center (RDECOM-NSRDEC) in Natick, MA, is conducting a Request For Information (RFI) for White Papers on methods to attach equipment to a helicopter cargo hook without the need of personnel under the aircraft. The identified equipment proposes to minimize the dangers associated with helicopter under slung payload hook-ups by reducing (currently 2) or eliminating the need for personnel to be present under the helicopter during this mission. The proposed designs should interface with the cargo hook of the Chinook (CH-47) and the Blackhawk (UH-60) helicopters on one end and standard Army Helicopter Sling Load (HSL) equipment on the other. The proposed equipment shall have the following characteristics: 1) Capable of meeting the HSL requirements for helicopter sling equipment. Metallic and textile components will meet the minimum load requirements for 10K and 25K sling equipment: a) Proof load value of 35,300 lb and 76,100 lb b) Ultimate strength value of 52,900 lb and 114,200 lb 2) Interface with the current HSL equipment (5,000 lb and 10,000 lb HSL cargo nets and 10,000 lb and 25,000 lb HSL sling sets). 3) Electric devices are not restricted to only utilize aircraft or battery power. 4) Components of the system shall be less than 100 lb in order to be maneuvered by two (2) soldiers. 5) Payloads shall be capable of being released from within the aircraft without detaching the system from the helicopter 6) The system will not require modification to the airframe 7) The system will be capable of being attached and removed from the helicopter without the need of tools 8) The system will be capable of being attached and removed from the HSL equipment without the need of special tools 9) Hook-ups should be completed no slower than normal manned hook-up times (less than 150 seconds after the aircraft being positioned over the load). REQUESTED INFORMATION: Vendors who believe they have the ability to develop product(s) capable of meeting the above requirements are requested to submit a short (no more than five (5) pages total) summary, including description of the vendor's ability to develop the requested system, current Technology Readiness Level (TRL), as well as pictures, website, and test report(s), as applicable. The five (5) page summary must include Company name and address, point of contact with phone number, DUNS number, Cage Code and a statement regarding any small business designation (if applicable), by the date and to the address noted below. The small business size is 500 employees. Any information submitted will not be returned, and no payment will be made by the Government for such information. Responses to this notice are to be sent to the RFI POC below. This notice is for market survey only. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement. Responses to this RFI are not offers for contract and will not be used by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
