- Project Title: Inventory for Historic Properties of Religious and Cultural Significance to Indian Tribes within the Bonneville, The Dalles, and John Day Projects, Washington and Oregon Description: The Portland District intends to award a sole source, firm fixed price contract to Warm Springs Geo Visions, PO Box 460, Warm Springs, OR 97761 in accordance with FAR 13.501(a)(1). Service: In 2014, the Corps performed a data gaps analysis, which included an analysis of traditional cultural properties (TCP) and historic properties of religious and cultural significance to Tribes (HPRCSITs). The objective of this work is to identify and assess traditional use areas within the Bonneville, The Dalles and The John Day Projects in order to assist the Corps with National Historic Preservation Act Section 106 compliance and long-term management decisions. The study area includes the direct effects Area of Potential Effect (APE) for the Bonneville, The Dalles and John Day Projects. The study produced by this contract is intended to directly support the Corps's obligation to comply with Section 106 of the National Historic Preservation Act by identifying TCPs and HPRCSITs through the gathering of oral history data regarding traditional use areas of the various tribes of the Confederated Tribes of the Warm Springs Reservation of Oregon. The oral history project will identify knowledgeable Tribal members, conduct digitally recorded interviews, and consolidate the recorded information into a report style format highlighting material most relevant to the subject and suitable for submission to the Corps. This data will assist in establishing the traditional cultural context of archeological sites, hunting areas, fishing areas and other areas used by Tribal members that fall within the established APE. This data will also assist the Corps's inventory efforts within the APE by providing a framework for evaluation of cultural resources found within the study area. The Contractor must be authorized to represent and speak on behalf of the Confederated Tribes of the Warm Springs Reservation of Oregon.
