- This is a Request for Information (RFI) only. This RFI synopsis is not a request for proposals (RFP) and is not to be construed as a commitment by the government to issue a solicitation or ultimately award a contract. This is for planning and market research purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. No proprietary data should be submitted in response to the RFI. Any submissions will be considered to be public information. Responses will not be returned. The Defense Logistics Agency (DLA) Energy, FESBC seeks to identify responsible potential sources and obtain information regarding possible offerors for the potential procurement of a Contractor-Owed Contractor-Operated (COCO) pipeline. For this potential procurement, the offeror must be capable of providing a Jet A supply pipeline up to the existing DFSP Facility located at MacDill AFB. The offeror needs to describe the approach to providing the support requested and a rough order of magnitude associated cost in the response. Interested parties should respond to the following requirements: a. The offeror shall provide pipeline services for receiving, protecting, and shipping Turbine Fuel Aviation, Grade Jet A to DFSP Tampa, FL. b. The pipeline shall be solely in the City of Tampa street right-of-way property and shall avoid the swamp wetland area. c. The Port Tampa dock pipeline is operated under a special condition and has limitations imposed on the Government by a multi-party agreement. The multi-party agreement establishes utilization of the Port Tampa ship canal and assigned each company to a specific dock within the ship canal. d. The area of consideration requires all potential offers to be able to successfully complete requirements to sustain successful operations with the newest version of the Atlantic Land and Improvement Company Terminal Tariff Number One, which is applicable to any new Government contract; this tariff meets these requirements and is acceptable. e. The potential offer shall reflect all of the throughput cost / fees to provide this system. f. The monthly uses charges shall not include exempt tolls/fees. g. This concept would enable the replacement pipeline to be in place at the soonest possible date. h. The potential procurement shall be in effect for a period of 19 years, starting in FY 2016 and ending in FY 2020 with three (3), five (5)-year options. This information is subject to modification. An RFP will be published electronically on the Federal Business Opportunities website www.fbo.gov in the event it is determined there are enough available sources that meet the requirement.
