Description
NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract under the authority FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available" to Cobham Antenna Systems, 1955 Lakeway Dr. Ste 200 Lewisville, TX 7507 for P/N SDU-7320 satellite data units and P/N HLD-7260 amplifiers. Justification is based upon the following facts: 1. The NASA Global Hawk uses as one of its Beyond Line of Sight (BLOS) satellite communications links the INMARSAT Aero-Mini-M service. INMARSAT has informed NASA that it will decommission the satellites that provide that service on December 2016. The US Navy and Air Force Global Hawk fleets have contracted with L-3 Communications West to design a replacement for the Aero-Mini-M. The replacement system is manufactured by Cobham Antenna Systems. To purchase hardware that was not in the L-3 design would be costly to the Government in the form of Non-Recurring Engineering charges and a complete system re-design that would allow for the installation of other than Cobham components. These reasons justify procuring the required services exclusively from Cobham Antenna Systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 24, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
