- SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES INTRODUCTION ACC-APG, Huachuca Division is conducting market research to identify potential sources to respond to this request for information notice. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of a contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM. The purpose of this synopsis is a means of conducting market research to gain knowledge of interest, capabilities, socio-economic information, and qualifications of members of the business community who can support the 2nd Signal Brigade, Landstuhl Gateway Tier II Support. Services will support three work centers the Teleport, Regional Hub Node (RHN) and the Enterprise Satellite Communications (SATCOM). The intention is to procure these services on a competitive basis. DISCLAIMER "THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A "REQUEST FOR PROPOSAL (RFP)". This request does not constitute a solicitation. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of contractors who can support this requirement. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources. No funds are available to pay for preparation of responses to this announcement. This request shall not be construed as a commitment by the government. No reimbursement will be made for any costs associated with providing information in response to this notice. NOTE: The Government is under no obligation to award a contract as a result of this announcement. All information submitted by respondents to this Sources Sought Request is strictly voluntary. The Government will use responses to make appropriate acquisition decisions. This is a market survey for information only. Not responding to this notice does not preclude participation in any future Request for Proposal (RFP), if any is issued. If a solicitation is released, it will be synopsized on the Government-Wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement." PLACE OF PERFORMANCE Landstuhl Gateway Tier II Support Place of Performance is Landstuhl, Germany, Kirschberg Kaserne. PROGRAM BACKGROUND - Landstuhl Gateway Tier II Support Services are currently being performed by 2nd Signal Brigade. The Contractor will provide support services 24 hours per day, seven days per week, 365/366 days per year including federal holidays as directed by the Draft Performance Work Statement (PWS). The Contractor shall support the Enterprise Satellite Communications Gateway (ESG) in Landstuhl (ESG-L), comprised of following three work centers: a. The Defense Satellite Communications System (DSCS) and Standardized Tactical Entry Point (STEP) contains three X-band earth terminals, three Multiplexer Integration and DCSS (Digitial Communications Satellite Subsystem) Automation System (MIDAS) systems, modulator/demodulator (MODEM), multiplexor/demulitplexor, encryption/decryption banks, intermediate frequency (IF) and Ethernet patch panels, timing generation equipment, and Navy stack equipment. b. The Teleport consists of three KA, one KU, and one C-Band earth terminals, IP Converged Suites A, B, and C; and two Linkway and three iDirect internet protocol (IP) MODEM hubs. c. The RHN consists of one KU and two KA-Band earth terminals, and three divisional and 12 separate baseband enclaves. The requirements Draft Performance Work Statement (PWS) and Draft Department of Defense Contract Security Classification Specification Form DD Form 254, with continuation Sheets 1 -8 are provided to Industry and posted as a separate attachment under this announcement. REQUIRED CAPABILITIES: The Contractor shall provide Non-Personal Landstuhl Gateway Tier II Support Services as specified in the uploaded Draft PWS titled - "Performance Work Statement (PWS) for the Operations and Maintenance (O&M) of the Teleport and Regional Hub Node (RHN) Facility at Landstuhl, Germany". If your organization has the potential to perform these contract services, outlined in the Draft PWS, please provide a Capability Statement and all applicable information requested below. a. Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization b. Tailor capability statement to address the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Your capability statement should address relevant past performance history and the following: • Provide a brief description of recent services provided for the same or similar services defined in the draft Performance Work Statement (recent services, meaning services that are currently ongoing, or occurred, or were completed within the last three years). • Can or has your company managed services of this nature? If so, please provided details. • Provide potential risks to technical, schedule and cost elements of the draft PWS. • Identify PWS requirements that may impact cost. • Identify specific experience in administrative, professional, scientific, and technical positions in a service environment to meet performance specifications similar to those identified in the draft PWS. • Identify special capabilities that will enhance the company's ability to meet the Government's requirements. • Provide relevant samples of a quality control (QC) system to accomplish QC efforts that support the draft PWS requirements. • Can or has your company managed a team of subcontractors before? If, so, provide details. • Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described for the base period as well as the option periods. • Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. • Responding companies must demonstrate the willingness and capability to provide the services identified in this Sources Sought to help the Government determine prospective contractors. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: a. provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated b. secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; c. implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; d. provide services under a performance based service acquisition contract. SPECIAL REQUIREMENTS: The Contractor shall have the following general qualifications: • Experience to provide advanced troubleshooting assistance in concert with remote terminal operators and to accomplish Tier II support requirements of all Teleport and RHN systems and equipment. • Technical proficiency in the operation the Teleport and RHN facility encompassing all hardware and software associated with the commercial Ku/Ka/C Band earth terminals; baseband subsystems; fiber optic systems/components; interface equipment; cabling and duct work; system monitoring equipment; test, measurement and diagnostic equipment (TMDE) • Familiarity with heating, ventilation and air conditioning (HVAC) and power support systems. • Experience with various software interfaces, specifically Microsoft Windows Operating Systems (Windows XP Pro and Windows 2003 Enterprise Server), and CISCO Command Line. The Contractor shall possess significant expertise in theory and practical application of RF physics as pertaining to satellite communications to include: • Multiple Frequency Time Division Multiple Access (TDMA) • Linux Based systems • Frequency Conversion • Electromagnetic transmission principles • Satellite loading dynamics and access/de-access procedures • Satellite modem menu architectures • Interpretation of satellite Link Budgets and task orders • Plotting and interpreting spectrum analyzer traces • Operation of Encryption/COMSEC Devices • Operation of TMDE (e.g., Spectrum Analyzer, Power Meter, Fireberd) The Contractor shall possess network engineering knowledge and skills including knowledge and understanding of the following: • TCP/IP protocol stacks (i.e., OSPF, BGP) • Voice Over Internet Protocol (VoIP) formatting • Analog over Internet Protocol (IP) formatting • IPV(4) and IPV(6) IP addressing schemes • Dynamic Multipoint Virtual Private Network (VPN) tunneling architectures • VPN routing and forwarding • IP Switching and routing, to include routing metrics • IP Hardware configuration (switches, routers, etc.) • Network troubleshooting • Army IA and Security Policies • Anti-virus appliances • DISA Security Technical Implementation Guides (STIG) In addition to the above the Contractor shall ensure • Common Access Card (CAC) and Contractor Identification Requirements. • All contractor personnel with access to Government information systems and networks shall successfully complete all required initial and annual Information Assurance (IA) Training as specified in AR 25-2 and as directed by the Government requiring activity. Training is available at https://ia.signal.army.mil. • Contractor employees and subcontractor employees performing work under this contract who have access to Government information systems and networks shall create a user account and profile in the Army Training and Certification Tracking System website (ATCTS) at https://atc.us.army.mil, in the unit container managed by the COR. Certificates of successful completion of IA training, Acceptable Use Policies (AUP), applicable baseline and computing environment certifications, and continuing professional education credits, as required by DoD 8570.01-M, shall be uploaded to the ATCTS and provided to the COR for continuous compliance monitoring and reporting. • All contractor employees and subcontractor employees requiring IA awareness training complete the training at the start of work performance on this contract and annually thereafter for the duration of this contract. • Information Assurance Workforce Certification. Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.239-7001 (Information Assurance Contractor Training and Certification) applies to this contract. This contract is subject to the mandates of DoD 8570.01-M, which establishes baseline technical and management IA skills for personnel performing IA functions within DoD. Functions spanning multiple levels require certification of the highest level functions. Contractor personnel performing functions in multiple categories or specialties shall hold certifications appropriate to the functions performed in each category or specialty. • The Contractor shall ensure its IA workforce members have the baseline certifications corresponding to their IA functions, as defined in Chapters 3, 4, 5, 10, and 11, and Appendix 3 of DoD 8570.01-M at work performance start date. Contractors will obtain all required Computing Environment (CE) certificates within 6 months of being engaged. The IAT Level I baseline certification is the minimum requirement for unsupervised privileged access. The Contractor shall ensure that all employee certifications remain active and are renewed prior to expiration. • Personnel Security (IT Level) and IA Workforce Specialty requirements, aligning the IA functional responsibilities and access levels to the contract tasks, in accordance with DoD 8570.01-M. The Government anticipates that this effort will be structured with a base year to include a Phase-In period of three (3) months with four one-year option periods. The anticipated contract type is a single award Contract with Firm-Fixed-Fee Labor and "Other Than Direct" - "ODCs" - "COST" Contract Line Item Numbers (CLINs) and corresponding Subline Item Numbers (SLINs). Business of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capability statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) The Government requests that the following information be provided in addition to your Capability Statement and Qualification Statement. Please include the advantages and disadvantages of each item as well as any impact to proposed cost/price of technical solution if applicable. 1. Comments on the appropriateness of the anticipated Firm Fixed Price Labor with Cost ODC's. 4. Comments on the appropriateness of the anticipated contract length of five (5) year - One (1) Base Year with three (3) month phase-in period and Four (4) one year Option periods. 5. The response shall consist of no more than five (5) pages for Capability Statement and no more than ten (10) pages for Qualification Statements. Responses shall be submitted in MS Word format, single-spaced, Times New Roman, 12 point font; 10 point font for graphics; margins shall be no less than one-inch. All data received in response to this Sources Sought Technical Description for Services that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. All questions on the Draft PWS and Draft DD Form 254 must be submitted to the Contract Specialist identified below in writing. No phone calls will be accepted.
