- Notice of Intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source Firm-Fixed-Price Contract for procurement of Avert Software Upgrade, License and Maintenance. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS ARES Security Corporation owns the intellectual property of the following software. Therefore, the work required can only be performed by ARES Security Corporation due to the proprietary nature of the software and data sets DTRA currently uses. Avert Software Upgrade. Interested parties have 10 calendar days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 10 calendar days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement is solely within the discretion of the Government. All inquiries must be submitted in writing to the email address ernest.caldwell.civ@mail.mil and to the attention of Ernest Caldwell, Contract Specialist. Responses to this notice must be received by NOON on June 24, 2016. Responses must include your business name, point of contact, address, and telephone number with area code. Telephone requests or inquiries will not be accepted. If no responses are received, an award will be made to Harbor Offshore Barriers, Inc. 5720 Nicolle Street Ventura CA 93003.
