Description
The National Cancer Institute (NCI), Cancer for Center Research (CCR), Urologic Oncology Branch (UOB), plans to procure on a sole source a Celigo S Imaging Cytometer from Nexcelom Bioscience, LLC, 360 Merrimack Street, building 9, Lawrence MA 01843, US. The purpose of this acquisition is to purchase one (1) Celigo Imaging Cytometer, 5 Channels to understand the biology of urologic tumors, the effect of genetic modifications and drug treatment on the urologic tumors, the project require to measure tumor cell proliferation, cytotoxicity, apoptosis, morphology changes, migration/invasion, spheroids and organoids growth. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract with two option periods. It has been determined there are no opportunities to acquire green products or services for this procurement. Urologic Oncology Branch (UOB) at NCI has been focused on studying urologic cancer at the clinical, genetic and molecular levels. UOB performs clinical research contributing to the development of surgical and diagnostic procedures, therapeutics against human genitourinary cancer. A long term goal at UOB is to utilize translational models in characterization and drug dosing experiments. The use of Celigo Image Cytometer is the most accurate instrument for many characterization and drug dosing experiments, fluorescent assays, tumorspheres monitoring, cell proliferation, apoptosis, cytotoxicity, reporter activity assays, migration/invasion assays, organoids and colony counting, and morphology changes. The Celigo Imaging Cytometer, 5 Channels instrument that records and stores high resolution images of cells with up to 4 labels (blue, green, red and far-red) or without labeled signal to quantitate tumor cell proliferation, cytotoxicity, apoptosis, morphology changes, migration/invasion, and spheroids and organoids growth and colony counting, and per cell reporter assays, per cell glucose uptake assays to identify resistant tumor cells populations. Celigo Imaging Cytometer, 5 channels is the only instrument that has these kinds of functions in the current market. Nexcelom is the only known sole provider for this piece of equipment. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 5:00 PM EST, on June 28, 2016. All responses and questions must be in writing and faxed 240-276-5401 or emailed to Kimesha Leake, Contract Specialist OR via electronic mail at kimesha.leake@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov. Reference: N02RC62606-24 on all correspondence.
