- Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole-source contract to DRS Advanced ISR, 2601 Mission Point Blvd., Ste 250, Beavercreek, OH 45431-6600. The contract will acquire, on a sole source basis, Tactical Data Link equipment (Link-11, Link-16, and Link-22) including Communication Systems, Satellite Communications Systems and Cryptographic Systems hardware and software and incidental support services. DRS Advanced ISR is the Original Equipment Manufacturer (OEM) for Tactical Data Link systems onboard over 100 ships fleet wide and at Fleet Forces Command providing real time tactical data exchange among airborne, land based, and shipboard Command and Control Centers. This requirement will result in an Indefinite Delivery, Indefinite Quantity, Firm-Fixed-Price contract with a five year ordering period. The estimated value of this contract is $15M. Authority for other than full and open competition is 10 USC 2304 (c)(1) and FAR 6.302- 1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 334290, with an applicable size standard of 750. The proposed contract action is for supplies and incidental services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all written responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
