How eve r, thi s RFP and award pro cess for th e TEAMS BMD S CS M / CN D co ntr ac t wi ll not b e c o mpl e t e d b y the end of th e current per i o d of p erfo rm a nce for I C -0 3. The fa s t-paced and overa rchin g natur e of th e Agency int eg rati o n ac ti v iti es i s so ti g htl y int e rdependent th a t a di s ruption in one o r g anization wi ll hav e a rippl e e ff e ct across multipl e pro g ram s and th ese consequence s are d e trim e nt a l. Th e mo s t effective way to e n s ure continuit y of o p era ti on s w hi l e th e age nc y c o mp l e t e s th e TEAMS ac qui s ition i s t o " bri d g e " th e A&AS e ff o rt s w i th the incumb e nt co ntractor until th e work can b e tran s ferred t o the TEAMS competiti ve acqui si tion. Th i s so l e so urce brid ge contract wou ld require reduced s upport from the agency to award, r e ducin g s train on prici n g, technical, acqu i s ition, and contracting s taff re so urce s w hil e ens urin g co ntinuit y of se r v i ces pending th e TEAMS com p e titi on. Directing full r eso urce s to the TEAMS effort wi ll a ll ow Agency resources t o devote their efforts to qui ck l y comp l ete t h e TEAMS RFP to encourage competitio n and reduce overa ll costs. T hi s a l so avoid s creating a dom i no effect of requ i ring brid ge co n tracts. Sole source bridge contract s wo uld a l so decrea se the ri s k fo r MDA by e n s uri ng cont i n u i t y of th e hi g hl y specia li ze d services c urr ent l y being pro v id e d by the incumb e nt co n tr a c to r. T h e current in c umb e nt contracto r, Boo z A ll e n Hamilton (BAH), ha s over five yea r s of experience w ith MDA and h as d eve l oped s peciali ze d sk ill s and intimate knowledge of MDA's information t ec hnology practice s. BAH ha s also pla ye d a s u bs t antia l ro l e i n program l evel Cy ber sec uri t y/I nformation Assurance planning and int egrat i on as we ll as impl e m e n t in g co mput e r n etwork defen se and ver ific at i o n of i nformation sys t e m s s upporti ng the BMDS. Approva l of thi s so l e so u rce brid ge con tr act wou ld a l so e lim i n ate the n ee d t o orient a n ew contrac t or t o the Agency's mi ss ion, thereb y reducing any n ega ti ve i m pact to t h e Agenc y ' s abil it y to conduct it s miss i on of develop in g and maintainin g th e BMDS. T hi s wou ld a l so be cost effective, as the ramp up time that wo uld be n eeded for a new contrac t o r to become profic i e nt w ith th e Agency's in fo rm at i on technology practice s wo uld be elim i nated. T h e r efo r e, the recommended bridge contract nee d s to be approved to h e l p e n s ur e a n ord e r l y tran s iti on t o th e Age n cy ' s n ew TEAMS acqu i s iti o n construct over th e n ext two years. •7. De sc ription of Market Re sea rch Conducted (FAR 6.303-2(b)(6)(8) and (10)). T h is so l e so ur ce actio n i s fo r co nti nu ation of exist in g work for wh i c h market research was co ndu cted at t h e tim e of initi a l con t ract award. How eve r, t h e fo ll ow-o n TEAMS program cond u cted m arket re sea rch for future A&AS work. Ba se d o n the r es ult s of th e TEAMS mark e t r esea rch, extens i ve competition i s expected with the TEAMS BMDS CSM / CND contract which will be Full & Open competit i o n. T h oro u g h price ana l yses of propo se d price s for the b rid ge p e riod s wi ll b e conducted. T hi s ana l ys i s wi ll include compar i so n s of proposed pric es t o pric es previous l y incurred under th ese co nt racts, as we ll as m arket a n alyses for s i mil ar serv i ces p e r fo rm e d b y o th e r co nt racto r s. In acco r da n ce w ith F A R 15.403 - 4 a nd 1 5.406 - 2, th e co nt rac tin g office r w ill ob t a i n ce rtifi e d cost/ pri c i n g d ata.
