Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is 100% set-side for small business. Reference number N69450-16-T-5324 is issued as a Request For Quotation (RFQ) applies. North American Industry Classification System (NAICS) code 562910 applies and the business size standard is 500 employees. A firm fixed-price contract is contemplated. Parties responding to this solicitation must return all pages of this combined synopsis solicitation with pricing. Offerors shall be registered in SAM or include a completed copy of the provision at 52.2 12-3, Offerors ™ Representations and Certifications-Commercial Items with their offer. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: EVALUATION FACTORS FOR AWARD Offerors will be evaluated on Price, technical capability, and past performance. Price. Lowest price, technically acceptable source selection process is appropriate for this award as the best value. Technical Capability Technical capability will be determined solely by submission of a quote and subsequent Government evaluation of: Available contractor equipment as requested in Section II, œDescription of Work . Demonstrated experience deploying and retrieving 18 to 24 boom to support barge fueling operations with appropriate anchorage and standoff distances. Approved to operate as an oil spill response OSRO (Oil Spill Response Organization) in Coast Guard District 8 PAST PERFORMANCE (a)An offeror ™s past performance information will be used to make a determination of whether the offeror has a satisfactory record of past performance. Provide performance history and reference for up to three prior, similar contracts performed with the past three years. Offerors shall ensure the past performance information requested is submitted in the required timeframe or shall affirmatively state that it does not possess relevant past performance information. In such cases, the offeror ™s past performance will be rated as neutral. The Government reserves the right to contact previous customers and to obtain additional past performance information as necessary to evaluate offeror ™s past performance. The assessment of the Offeror ™s past performance will be used as a measure of performance risk for this contract award. The assessment of the offers past performance will be used as a means of evaluating the relative capability of the responder and other competitors to successfully meet the requirements of the RFP. Technical and past performance, when combined, are approximately equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days before the end of each period (except last option period). 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 15 days prior to exercise of option; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days (60 days unless a different number of days is inserted) before the contract expires. (End of clause) 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013) (a) Definitions. As used in this clause-- Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization. Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system. (b) Electronic invoicing. (c) WAWF access. To access WAWF, the Contractor shall-- (1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site. (d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the œWeb Based Training link on the WAWF home page at https://wawf.eb.mil/. (e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol. (f) WAWF payment instructions. (End of clause) FAC 5252.201-9300 CONTRACTING OFFICER AUTHORITY (JUN 1994) In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the Contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby put on notice that in the event a change in work to be performed or increases in the scope of the work to be performed, it is the Contractors responsibility to make inquiry of the Contracting Officer before making the deviation. Payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government. FAC 5252.209-9300 ORGANIZATIONAL CONFLICTS OF INTEREST (JUN 1994) The restrictions described herein shall apply to the Contractor and its affiliates, consultants and subcontractors under this contract. If the Contractor under this contract prepares or assists in preparing a statement of work, specifications and plans, the Contractor and its affiliates shall be ineligible to bid or participate, in any capacity, in any contractual effort which is based on such statement of work or specifications and plans as a prime contractor, subcontractor, consultant or in any similar capacity.
