- SOURCES SOUGHT SYNOPSIS For Range Ops Support Building, Range General Purpose Maintenance Building, and SOF CNS Joint Ops Planning, Melrose Air Force Range, Cannon Air Force Base, Curry County, New Mexico This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers Albuquerque District has been tasked to solicit for and award the subject project. Proposed project will be a competitive, firm-fixed price, design/bid/build contract procured in accordance with FAR 14, Seal Bidding. The government intends to issue a solicitation utilizing Sealed Bidding; however, the results and analysis of the market research will finalize the determination of procurement method. The type of set-aside decision to be issued will depend upon the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), or women-owned small business (WOSB) for NAICS 236220. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The Government is seeking qualified, experienced sources capable of performing the following construction projects: SOF Joint Operations Range Planning Facility: Construction of a 7,373 SF pre-engineered metal building with reinforced concrete foundation and floor slab, insulation and sloping metal roof. Functional areas include multi-use open bay for use as, team rooms, classrooms, joint operations center area and large briefing area. Includes site work, utility work, concrete, mechanical, internal mechanical room, 3-phase power, electrical, automatic heat detection system & alarm system, door systems, lightning protection system, geotechnical soil sampling, communications, unimproved parking, landscaping and all other necessary supporting infrastructure. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. Antiterrorism/force protection measures will be included in accordance with Unified Facilities Criteria (UFC) 4-010-01, DOD Minimum Antiterrorism Standards for Buildings dated 9 February 2012. Geotechnical survey is required. Range General Purpose Maintenance Facility: Provide a maintenance facility to ensure appropriate maintenance of range vehicles. This approximately 5,000 SF facility will include: an administration area with two main offices, a shop area for woodworking, target construction, and welding, 2 open bays for vehicle maintenance (up to road grader or very large tractor, JD 9600 8 wheel) size and storage of construction materials, chemicals, parts, and range target drones, insulated roll-up doors with electric operators and concrete access aprons. The floor plan will include restroom facilities for 10 personnel, a locker room, and a kitchen area. The bay will include the installation of a lube pit with stairs, and the bay will also include a welding booth with exhaust hood, HAZMAT control area, and fuel/gas storage racks. The maintenance bay will include required floor drains, ventilation and eyewash stations. Project includes utilities and installation and tying in of all communications (secure and non-secure) with antenna pad, fire suppression, HVAC, septic system and associated piping, potable water storage tank and booster pump, portable water piping, valves, and appurtenances, pavements including parking, site improvements, landscaping and all associated facility support. Force protection measures will be implemented as necessary. This project will comply with DoD antiterrorism/force protection requirements. Range Operations Support Facility: Provide a 5,650 SF multi-purpose steel frame structure with reinforced concrete foundation and floor slab with masonry walls. Functional areas include open administration offices, foyer, briefing room, communication room, break room, men's and women's restrooms. Space will also be provided for natural resources management and personnel. Building will be equipped with central air/heat for all offices. Project includes utilities and installation and tying in of all communications (secure and non-secure) with antenna pad, fire suppression, HVAC, backup generator with pad and tank, septic system and associated piping, potable water storage tank and booster pump, portable water piping, valves and appurtenances, pavements including parking, site improvements, landscaping and all associated facility support. This project also includes the demolition of facility 3121. This project will comply with DoD antiterrorism/force protection requirements. All 3 projects will be designed in accordance with UFC 1-200-02, High Performance and Sustainable Building Requirements. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between $5,000,000 and $10,000,000. Estimated duration of the project is 450 calendar days. Minimum capabilities required include LEED Certifiable construction, ATFP requirements, remote location of the facilities, and austere construction. The North American Industry Classification System code for this procurement is 236220, which has a small business size standard of $36,500,000. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about August 2, 2016 and the estimated proposal due date will be on or about September 2, 2016. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 10 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the project. 3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute construction, comparable work performed within the past 5 years: 3a. Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 4. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, 5. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable 6. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Interested Firm's shall respond to this Sources Sought Synopsis no later than 28 June 2016 COB. All interested firms must be registered in SAM to be eligible for award of Government contracts.
