- Description
- Naval Air Systems Command (NAVAIR) intends to solicit, negotiate, and award a sole source delivery order under the Basic Ordering Agreement (BOA) N00019-16-G-0001 with The Boeing Company, for the procurement of non-recurring engineering for the planned replacement of the Display Electronic Units (DEUs) and the Display Units (DUs) on the E-6B aircraft. This action will be completed pursuant to the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Boeing Company is the original designer, developer, and manufacturer of the 737 Next Generation cockpit which is utilized within the E-6B. The DEU and DU component replacements are obsolescence and functional updates to the Boeing 737 baseline used for the Multi-Function Display (MDS) project. Some of the major components that will be evaluated for this project are the Multi-Mode Receiver, Flight Management Computer (software only), and Command Management Unit. All component replacements must retain their ability to perform the Common Display System (CDS) functions and the E-6B unique Flight Guidance Functions (FGF). The existing FGF associated algorithms are necessary for processing the Orbit Improvement System (OIS) commands in order to drive the E-6B unique Digital Autopilot Unit (DAU) and the 4-engine Auto throttle Computer. Additionally, The Boeing Company will perform non-recurring interface analysis to ensure compatibility of the component upgrades with future avionics modifications. The Boeing Company is the only contractor with the necessary technical data to perform this effort for the E-6B aircraft. The Boeing Company retains the proprietary 737 data and is the sole resource of the OIS algorithm. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 30 June 2016, 1200 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
