- Sources Sought Notice: IHS Trauma Informed Integrated Care This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition strategy, and whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 611430 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $11.0M. Background Information Throughout childhood, many (if not most) children experience some type of traumatic experience, an event that threatens or harms their emotional or physical well-being. The National Child Traumatic Stress Network estimates that one in four children will experience a traumatic event before they are 16 years old. Traumatic experiences can be the result of a natural disaster such as an earthquake or tornado. Children can also experience trauma within their communities as a result of community violence and racial, cultural, or socio-economic discrimination. Sexual and physical abuse, loss of a parent, bullying, or medical procedures can also be traumatic. Children who have experienced traumatic stress may come to providers' attention because of problems with their behavior, difficulties with sleeping or eating, or problems adapting to child care and school settings. In some cases, but certainly not all, childhood traumatic stress can lead to symptoms that are clinically diagnosed as post-traumatic stress disorder (Johns Hopkins University, 2015, Available at: http://web.jhu.edu/pedmentalhealth/PICC%20Toolkit.pdf). General Scope The Contractor will work to improve trauma prevention and treatment services for families with young children by bringing together teams of primary care health care providers, behavioral health professionals, families, and community agencies using a quality improvement learning model, as a part of the Patient Centered Medical Home. Anticipated Period of Performance: The proposed duration of the contract is for a period of one base year and two one-year options periods. Capability statement/information sought: The response to this sources sought notice must demonstrate the Vendor's technical understanding of the requirements. The information package should demonstrate the company's understanding and capability in a concise, logical manner and should not contain superfluous material not directly related to the solicitation. Information Submission Instructions: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 5 single-sided pages including all attachments (single spaced, 12 point font minimum) that clearly details the firm's ability to perform the aspects of the notice described above. Tailored capability statements should also include an indication of current certified small business status. This indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address) as well as the eligible small business concern's name, point of contact, address and DUNS number. 2. IHS Point of Contact: All capability statements sent in response to this sources sought notice must be submitted electronically (via email) to Reginald Lee, at Reginald.lee@ihs.gov in MS Word or PDF format. The subject line must specify 16-236-SS-0035. Facsimile responses will not be accepted. 3. Cut-Off Date: Electronically submitted tailored capability statements are due no later than 14:00 p.m. EST on. 28 June 2016 Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's capability to meet the requirement.
