Description
NASA/ARC has a requirement for a Low-Fidelity Robotic Arm Kit NASA/ARC intends to purchase, on a sole source basis, a Low-Fidelity Robotic Arm Kit to be shared by the ARADS project for transferring samples from a robot drill to science instruments, and the LMAPS project for icebreaker integration testing on a Phoenix/InSight lander mockup. This robotic arm will be mounted on a NASA rover and tested in the Atacama Desert in Chile and also mounted on a lander for an icebreaker simulation. In addition, NASA intends to include an option to purchase any of the following: 1) Software Programing/Maintenance, 2) new parts/spare parts, and 3) misc. materials/ components, which may be necessary during in-house and field testing. The option will be negotiated prior to being exercised. MDA US Systems, LLC (MDA) is uniquely qualified to provide the Low-Fidelity Robotic Arm Kit because the required robotic arm kit must be compatible and interchangeable with existing arms that were specifically designed and manufactured by MDA for use with the landers, and rovers NASA uses for its mockups and simulations. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. PDT on June 24, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
