Description

The Naval Air Warfare Center Training Systems Division (NAWCTSD) is issuing this special notice of intent to solicit and negotiate on a sole source basis, a contract for the procurement of the required auxiliary equipment for Environics Series 6202 Reduced Oxygen Breathing Devices 2 (ROBD2) under authority of 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Navy holds the patent for the ROBD (U.S. Patent Application No. 10/959.764). At this time, Environics is the only contractor licensed to build the ROBDs utilizing the Navy ™s patent. The required auxiliary equipment is also manufactured by Environics and is the only equipment designated for use with ROBDs to ensure full compatibility. Failure to acquire the required auxiliary equipment from Environics for ROBD2 Series 6202 devices will result in greater risks to configuration management, sparing, technical (preventative and corrective maintenance requirements) and operational support that cannot be adequately or cost-effectively supported. The Government intends to issue a request for proposal to Environics, Inc. using the North American Classification System (NAICS) code of 334419 (Other Electronic Component Manufacturing) with a size standard of 750 employees. Contract Line Item Number (CLIN) is as follows: CLIN 0001: Shipping Cases “ See Appendix A Qty: 28 each CLIN 0002: Hose and Regulator “ See Appendix A Qty: 28 CLIN 0003: Oximeter Finger Sensors “ See Appendix A Qty: 28 CLIN 0004: Fan Filters “ See Appendix A Qty: 28 CLIN 0005: Filtered Orifices “ See Appendix A Qty: 28 each CLIN 0006: Viton Tubes “ See Appendix A Qty: 28 each CLIN 0007: 20-ft pulse Ox cables “ See Appendix A Qty: 15 each Provide pricing for the unit price / each: $TBD Delivery of CLIN 0001 through CLIN 0007 shall be made no later than 90 days after contract award Shipping Addresses: Included as an Attachment in Appendix B Anticipated contract award date is 15 July 2016. One or more of the items under this acquisition is subject to the Free Trade Agreements. FAR Clause 52.225-5 and 52.225-11 do not apply. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
