Closing for all questions is 24 June 2016, at 1pm Eastern Time. ___________________________________________________________ This presolicitation notice, in accordance with Federal Acquisition Regulation 5.204, is issued by the National Ground Intelligence Center (NGIC) to announce the intention to issue solicitation RFP W911W5-16-R-0001 for Electronic Warfare Integrated Reprogramming (EWIR) Analysis, Production and Process Support. This synopsis is issued by the National Ground Intelligence Center (NGIC) solely for informational purposes in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, Synopses of Proposed Contract Actions. It does not constitute a Request for Proposal (RFP) or a guarantee to issue a formal solicitation. The primary purpose of this notice is to increase competition, broaden industry participation, and improve small business access to acquisition information and enhance competition. Responders are advised that the U.S. Government will not pay any cost incurred in response to this synopsis and all costs associated with responding will be solely at the interested parties' expense. Not responding to this synopsis does not preclude participation in any future and potential solicitation, or RFP. If a formal solicitation is released, it will be posted on the Federal Business Opportunities website (https: //www.fbo.gov). It is the responsibility of the interested party to monitor these websites for any information that may pertain to this synopsis. The information provided in this synopsis is subject to change and shall not be interpreted as binding on the Government in any way. The acquisition strategy is to award a single contract for Electronic Warfare Integrated Reprogramming (EWIR) Analysis, Production and Process Support services. However, the Government reserves the right to make no award at all. The Government anticipates that the EWIR acquisition will be a best value procurement utilizing FAR Part 15 competitive procedures. The contracting effort will be performance-based in accordance with FAR Subpart 37.6. The North American Industry Classification System (NAICS) code is 541330, Engineering Services. The contemplated contract vehicle is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period and maximum ceiling of $36M. The Government anticipates issuing task orders with Cost Plus Fixed Fee (CPFF) CLINs for labor and Cost CLINs for materials and travel. The projected award date for the basic contract is August 2016 with a transition period leading up to the first task order period of performance which begins approximately 25 September 2016. The anticipated period of performance for the first task order is 12 months from date of award. The primary place of contract performance is the NGIC's facilities in Charlottesville, VA. 1) Description: This requirement is for expertise, analysis, production, research, development, and process support to the Technical Electronic Intelligence (TechELINT) Branch (IANG-STS-TE) of the U.S. Army National Ground Intelligence Center (NGIC) in every aspect of Electronic Warfare Integrated Reprogramming (EWIR) Intelligence Mission Data (IMD) and EWIR Database (EWIRDB) production. This effort will require the Contractor to provide a wholly self-contained, end-to-end, EWIR IMD production process using the Next Generation EWIRDB (NGES) construct and associated toolsets. The Contractor shall perform specific tasks in the areas of information gathering, data reduction, signals analysis, engineering assessment, product preparation and production process enhancement that shall support NGIC's efforts to accomplish nationally mandated EWIR production and enable NGIC's TechELINT Branch to realize significant improvements in production quantity, quality and efficiency. The estimated period of performance is September 2016 to September 2021. During the contract period, NGIC personnel will identify Electronic Warfare Integrated Reprogramming Database (EWIRDB) production tasks and the Contracting Office will negotiate and issue individual task orders to the Contractor to complete them. Additionally, the contract will allow basic research into advanced electronic, electro-optic, and weapon system technologies. Based upon these technical, engineering, and analytical examinations, the contractor shall prepare technical reports, create and maintain EWIR IMD models, and submit regular status reports. Such reports may include results of test measurements, engineering judgments, technology assessments, signals analyses, and conclusions of devices' operability and/or operational effectiveness. Results are usually held at the SECRET level, but may be at a higher level classification. Performance requires a TOP SECRET contractor facility clearance. Contractor personnel performing under this contract shall be U.S. Citizens, have a final TOP SECRET clearance with a Single Scope Background Investigation (SSBI), and shall be eligible for indoctrination to the Sensitive Compartmented Information (SCI) level. Some positions may require a Polygraph examination if additional accesses are required. The contractor is responsible for obtaining all necessary security clearances for contractor personnel. This TOP SECRET level contractor facility clearance requirement may also apply to affiliates, team members, and subcontractors if they have access to classified information. Contractors must comply with security requirements as set forth in the Contract Security Classification Specification (DD Form 254). A draft Contract Security Classification Specification (DD Form 254) will be released with the RFP. 2) The tentative date to post the solicitation W911W5-16-R-0001 to the FedBizOpps (https://www.fbo.gov) website is on, or about, 31 May 2016. Additional information, as it becomes available, will be posted to the FedBizOpps website as amendments to the announcement. It is incumbent upon all interested parties to review this website frequently for any updates and amendments to any and all documents. 3) A proficiency assessment and sample task order will be part of the solicitation. This portion of the RFP is not subject to the Freedom of Information Act (FOIA). The Proficiency assessment is UNCLASSIFIED, but respondents who wish to submit classified responses must do so at the SECRET//NOFORN level, or below.
