- The Bureau of Reclamation (BOR) Yuma Area Office (YAO) has a requirement to replace six (6) evaporative coolers located within the Yuma Area Office/Yuma Desalting Plant (YDP) 60-acre complex site, specifically at the YAO Vehicle Maintenance Shop and YAO/YDP Warehouse facility. Work includes, but is not limited to, demolition and removal of concrete pads, placing new concrete support pads, connection of utilities to the new evaporative coolers (water, drains, electrical), required alterations to the ductwork, extension of drains under existing pavement, removal of exhaust fans in the YAO/YDP Warehouse facility and installation of new exhaust louvers (in place of fans) in the Warehouse. This solicitation is set aside for HUBZone small business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 238220 Plumbing, Heating and Air-Conditioning Contractors, which has a small business size standard of $15M. This acquisition will be pursued in accordance with FAR Part 15 and in accordance with the source selection evaluation criteria included in the Request for Proposal (RFP). Award will be made using the Lowest Price Technically Acceptable (LPTA) source selection process, where best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. It is expected that the RFP will include technical (non-cost/price) evaluation factors for Technical Capability, Relevant Experience and Past Performance. Award is expected by August-September 2016. The Government intends to award one (1) firm-fixed-price (FFP) contract as a result of this solicitation, with a required period of performance totaling approximately 160 calendar days after successful Contractor receives Notice to Proceed. The estimated price range is between $500,000.00 and $1,000,000.00. Offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award. Offerors may register on SAM at https://www.sam.gov/portal/public/SAM/ A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation. It is anticipated that the solicitation, in the form of an RFP, will be issued on or about May 19, 2016. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FBO.gov. Offerors should register on FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation or visit the FBO website after issuance to download the solicitation and any subsequent amendments. All parties are responsible for checking the FBO website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to formal solicitation issuance.
