Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (HHS), Program Support Center (PSC), Acquisition Management Services (AMS) intends to sole source to: National Academies of Science 2101 Constitution Ave NW Washington, DC, 20418-0007 The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) intends to sole source to the National Academies of Science to support the development of a workshop around the multi-level approaches to researching women's health issues to improve the mental health of diverse populations of women. HHS Office of Women's Health (OWH) intends to sponsor a one-day workshop organized to support the Intersection of Sex-Gender Differences and Health Disparities of Mental Health Issues Across the Life Course. This workshop will explore the multiple levels of analyses, which include environmental, sociocultural, behavioral, and biological, to see how these factors impact women's mental health at different stages of life and across different racial/ethnic groups. OWH intends to bring together scientific and public health experts who have used multi-level analysis approaches in mental health research to report outcomes by age, sex, and race/ethnicity. The workshop audience should include key stakeholders and experts from across clinical, behavioral, and public health disciplines in the public and private sector. The National Academies have extensive experience convening expert panels and stakeholders to provide objective, scientific assessments, and are in the position to produce a report on key findings for a critical understanding around the multi-level approaches to researching women's health issues across the life course to improve the mental health of diverse populations of women. Moreover, the National Academies has experience in performing the activities required to successfully complete the proposed project. The National Academies staff has a range of pertinent experience, expertise, and skills. Committee on Population and the Board on Population Health and Public Health Practice particularly has substantial expertise and experience on conducting studies, convening meetings, and developing reports on the topics of gender, behavioral, and health disparities issues. The National Academies is an independent, nonprofit organization that works outside of government to provide unbiased and authoritative advice to decision makers and the public on matters related to public health and population health improvement. The core services of the National Academies involve collecting, analyzing, and sharing information and knowledge. The independence of the organization, combined with its unique ability to convene and consult experts in the field allows it to be responsive to this type of request. This is not a solicitation for a competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same supplies/services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the government.
