Attachment J-5, Report of Pavement Evaluation & Design; Coeur d' Alene Air Tanker Base Proposed Asphalt Ramp Restoration (15 pages and 7 Appendices) Amendment 2, SF-30 This project is for pavement improvements at the Coeur d'Alene Tanker Base area. The project is located at the Coeur d'Alene Airport, 11569 N. Airport Drive, Hayden, Idaho (Section 10, Township 51 North, Range 4 West, Boise Meridian, Kootenai County). The work includes but is not limited to removing and disposing of existing concrete and asphalt, excavation and embankment, compaction, furnishing and placing aggregate base courses, hot mix asphalt concrete, cast-in-place concrete and all other incidental items necessary to complete the project in accordance with the plans and specifications. The solicitation shall include a Base Item to demolish and replace the Tanker Loading Area pavement. The new pavement to be constructed for the loading area is a rigid, non-reinforced concrete pavement. It primarily consists of 4 inches of compacted crushed aggregate, followed by a 6 inch layer of cement treated aggregate, finished with an 8 inch layer of Portland cement concrete pavement. The estimated price range for this work is between $250,000 and $500,000. The solicitation shall also include two additive items. Additive Item 1 requires demolition and replacement of the Tanker Base Taxiway and Additive Item 2 requires application of a slurry seal to protect an existing Light Aircraft Parking area. The new asphalt pavement for the taxiway primarily consists of 4 inches of compacted crushed aggregate, followed by a 6 inch layer of cement treated aggregate, finished with 8 inches of hot asphalt concrete payment. The estimated price range for these two items combined is between $250,000 and $500,000. At this time, the Idaho Panhandle National Forests has secured the funding for the Base Item only. Efforts are on-going to secure the funding for the two additive items. If these efforts are successful, one or both of the additive items will be awarded concurrent with the base item. The Request for Proposals was issued 5/19/16 with responses due on 6/17/16. Due to Tanker Base operational needs, construction shall not commence prior to September 6, 2016 and must be completed by July 1, 2017. This timeframe for completion shall apply to the base item and any/all additive items awarded. A pre-bid tour is scheduled for 6/2/2016 at 11:00 AM at the project site. Original bid bonds are required. Please note that offers must be mailed to Contracting Officer - Karen Ruklic at the following address: Nez Perce-Clearwater National Forest Grangeville Office 104 Airport Road Grangeville, ID 83530. Please write the solicitation number on the outside of the envelope. Organized site tour was held on 6/2/16. Attendance list and notes from the meeting have been uploaded. Solicitation was amended on 6/9/16 to address material issues that were identified during the site tour, provide additional information and correct errors in the original solicitation. Offerors must acknowledge this amendment in their offer. Deadline for offer receipt was not extended. Solicitation was amended on 6/15/16 to provide an additional attachment to the solicitation which provides in-depth information regarding field investigations completed during project design. The document, entitled Report of Pavement and Evaluation & Design, describes the existing asphalt thickness that was discovered through exploratory borings performed. Offerors must acknowledge this amendment in their offer. Deadline for offer receipt was extended to Tuesday, June 21, 2016 at 4:00 PM local time.
