Description
The Mid-Pacific Region of the Bureau of Reclamation intends to issue a Solicitation for a firm fixed-price contract for the Whiskeytown Lake - Spring Creek Temperature Control Curtain. This procurement is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns only. Solicitation will follow Lowest Price Technically Acceptable (LPTA) source selection process and will be issued as a Request for Proposal (RFB) using FAR Part 15, Contracting by Negotiation procedures. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $36.5M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $1,000,000.00 and $5,000,000.00. This procurement will require 100% performance and payment bonds. The work is located 10 miles west of the city of Redding in the Whiskeytown National Recreational Area, Shasta County, California. PRINCIPAL COMPONENTS OF WORK: A. Conduct Patchwork Repair: 1. Rubber Temperature Control Curtain in Whiskeytown Reservoir a. Approximately 200 ln ft. of torn curtain length. B. Refurbish or Replace: 1. Temperature Curtain Surface Stabilizing Tanks: a. All load bar ends. b. Damaged anti-corrosion coating. c. Fabricate and replace 3 tanks. d. Drain tanks and inject filler material. e. Attach reflective tape on reservoir side of all stabilizing tanks. 2. Upper Boom Floating Tanks: a. Drain floats and inject filler material. b. Fabricate and install End Bumpers. c. Damaged anti-corrosion coating. d. Fabricate and replace 2 tanks. e. Attach reflective tape on reservoir side of all upper boom floating tanks. 3. Temperature Curtain support connection system. a. Replace chain between Surface Stabilizing Tanks, Upper Boom Floating Tanks, and Anchors. b. Replace shackles between Surface Stabilizing Tanks, Upper Boom Floating Tanks, and Anchors. C. Install all Fabricated, Refurbished, and/ or Repaired components Solicitation R16PS00869 will be posted electronically via www.fedbizopps.gov on or about July 6, 2016. The date for receipt of proposals will be approximately August 5, 2016. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award.
