Description
DESCRIPTION: This project is a design/bid/build project to construct Phase I of the Air Force Reserve Command Consolidated Mission Complex (CMC) office building at Robins Air Force Base (AFB), GA which is an approximately 92,000 square foot (SF) two-story structure, houses approximately 382 military and civilian personnel, and includes both secure and non-secure spaces. The project includes all site clearing and grading. Demolition will consist of removal of all existing utilities that are in conflict with the proposed design. Pavement will include a ceremonial drive and parking areas. Service and delivery access to the building also will be provided, along with a screened mechanical yard and loading dock. The first floor consists of reinforced concrete slab on grade construction over prepared subgrade. Reinforced concrete retaining walls at the mechanical yard area will be provided. Spread footings bearing on reworked soils or structural fill will be utilized to support steel columns. The exterior walls will be supported on soil supported concrete grade beams running between spread footings. In addition to the office and meeting areas, break areas and a kitchen will be provided. The typical exterior materials include brick and cast stone masonry, metal panels, and solar responsive window glazing. The roofing membrane will be single ply mechanically fastened PVC. The mechanical systems shall include energy recovery units (ERUs), with outdoor air ducted directly to Variable Air Volume (VAV) Air Handling Units (AHUs). Cooling will be provided by a high efficiency air cooled chiller and heating will be provided by high efficiency natural gas fired boilers. The completed project shall certified to receive a United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) rating of Silver. The new furniture, fixtures, and equipment (FF&E) package will be funded, procured, and installed separately from the construction contract, and it includes standard systems furniture, freestanding furniture, and demountable partitions walls. However, the construction contractor will be responsible for the final IT and electrical connections. Contract duration is estimated at 720 days. A pre-proposal site visit will be held. Meeting and site visit details will be provided in Section 00100 of the solicitation. CONSTRUCTION MAGNITUDE: The Estimated Price Range is between $10,000,000 $25,000,000, in accordance with FARS 36.204. The target ceiling for this contract (based on available funds) is approximately $24,000,000. Offerors are under no obligation to approach this ceiling. SELECTION PROCESS: This is single phase procurement following the Tradeoff (Best Value) approach. The technical information contained in the proposals will be reviewed, evaluated, and rated by the Government. Proposals, at a minimum, will consist of the following: Relevant Experience and Past Performance of the Prime Contractor; Technical Approach; Management Plan; Price; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are approximately equal to cost or price. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. NAICS: The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. Size Limitation is $36.5M. TYPE OF SET-ASIDE: This competitive procurement is a 100% Total Small Business Set Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) contract. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 30 June 2016. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to http://www.fbo.gov. The approximate due date for proposals is 2 August 2016 at 2:00 p.m. Louisville time (EDST). Paper copies of the solicitation will not be issued. Telephone and fax requests for this solicitation will not be honored. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
