Description
This Special Notice is to advise interested members of the National Spectrum Consortium (NSC), as well as other interested parties within the U.S. technology base, that a Request for Prototype Proposals (RPP) has been issued by Advanced Technology International dba SCRA Applied R&D for the Deputy Assistant Secretary of Defense, Emerging Capabilities and Prototyping (ODASD, EC&P) in partnership with the Department of Defense Chief Information Office. The purpose of the RPP is to solicit for the following projects: - NSC-16-0012 - Cellular Based Range Telemetry - The purpose of this requirement is to develop and demonstrate a distributed range infrastructure leveraging cellular technology that has been tailored to support Aeronautical Mobile Telemetry. - NSC-16-0013 - Coded APSK for Improved Spectral Efficiency in Aeronautical Mobile Telemetry - The purpose of this requirement is to tailor the APSK modulation scheme to support Aeronautical Mobile Telemetry operation and add forward error correction schemes such as Low Density Parity Check (LDPC) to address any issues regarding loss of telemetry link margin. - NSC-16-0014 - Spectrum Aggregation Technologies - The purpose of this requirement is to develop and demonstrate a prototype Aeronautical Mobile Telemetry transceiver which is able to sense the local RF spectrum environment and aggregate non-contiguous blocks of spectrum based on user defined and ad-hoc policies and real time telemetry channel conditions. - NSC-16-0015 - Broadband Conformal Missile Antenna - The purpose of this requirement is to develop the critical technologies required to integrate C-Band and Multi-Band telemetry antennas on test platforms including missiles, weapons, and aircraft. - NSC-16-0016 - Beam Switching Stub Array Antenna - The purpose of this requirement is to develop a RAM antenna that is capable of steering the telemetry beam to provide a directional transmit capability and mitigate the tracking issues caused by roll rate and variations in the antenna gain pattern. - NSC-16-0017 - Multi-Band Conformal Antennas for Aircraft - The purpose of this requirement is to develop a prototype multi-band telemetry antenna that provides similar performance metrics to single band antennas and co-locate this antenna solution with the GPS antenna panel that currently exists on test aircraft. - NSC-16-0018 - High Altitude Coronal Effects on Antenna Performance - The purpose of this requirement is to design and develop critical Aeronautical Mobile Telemetry components, specifically the conformal antenna and RF systems, to avoid corona discharge effects observed in the L- and S-Band frequencies. - NSC-16-0019 - Small Medium Gain Multi-Band Receive Antenna - The purpose of this requirement is to prototype an L/S/C-Band antenna capable of operating from 1435 MHz to 6700 MHz, providing antenna gains of 10-20 dBi, within a 2' diameter form factor to support Aberdeen Test Center telemetry requirements. Interested parties are directed to www.nationalspectrumconsortium.org where all information regarding this RPP can be obtained. Non-NSC parties must join the NSC to respond to this notice. Any questions concerning the RPP found at www.nationalspectrumconsortium.org should be addressed to the SCRA Applied R&D point of contact listed in the RPP.
