- Drawings Technical specification This is a combined synopsis/solicitation to provide four (4) new hydraulic cylinders for operating miter gates; and one (1) new hydraulic cylinder for operating culvert valves at the Troy Lock at Troy, NY. This combined synopsis solicitation for new hydraulic cylinders is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W912DS-16-T-0019 and is hereby issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Acquisition Circular FAC 2005-72. This acquisition is a 100% Small Business set-aside. Scope of Work The work includes furnishing all labor, material, equipment required to provide four (4) new hydraulic cylinders for operating miter gates; and one (1) new hydraulic cylinder for operating culvert valves at the Troy Lock. The new hydraulic cylinders shall be based upon the specifications and references provided; and a mandatory site visit to make field measurements. Two (2) of the new hydraulic cylinders, the valve cylinder and one of the gate cylinders, must be completed and delivered to the Albany Field Office (AFO) no later than 120 calendar days following contract award. The remaining three (3) new hydraulic cylinders must be completed and delivered to the AFO no later than 180 calendar days following contract award. The existing hydraulic cylinders in use are located at the AFO, Troy Lock and Dam, 1 Bond Street, Troy NY 12180. A pre bid site visit is encouraged and can be arranged by calling Glenn Cyphers or Al Bates at the AFO, Monday through Friday, 0700 to 1530 at (518) 273-0870. Any questions regarding this solicitation MUST be submitted in writing (by email) to the point of contact below. In accordance with FAR 52.212-1(k), prospective awardee shall be registered and active in the System for Award Management (SAM) prior to award. If the Offeror does not become registered in SAM in the time prescribed by the Contracting Officer (NLT due date/time of solicitation), the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
