- Project No.: 3LA0223 City, State: Gramercy, TX Agency: DHS-CBP Date: 8/25/2015 Check one of the items below. X Market research was performed by the GSA Leasing Specialist on _ 5/15/2015 __ (Date), reviewed by the Lease Contracting Officer on 8/21/2015 & 8/25/2015. A CoStar report was requested and returned with 15 locations, but a closer review showed that there were no potentially acceptable locations identified in this CoStar report (see attached copy as marked). Each location minimum SF available exceeded the SF requirements by more than 400 SF or 30%. There was one location that only exceeded the SF requirement by 3,00 SF, however, it did not meet minimum GSA standard requirements for a professional office building. The building was a residence in need of cosmetic repair, located in a residential area and class C space. In addition, the mission of the USSS requires a location on the shoreline to inspect vessels upon moment's notice. The USSS invested in close to $100,000 of improvements in their current location. If there were a location potentially acceptable, it would be cost prohibitive to move due to the replication costs of the most recent Tenant Improvements. The Lease Contracting Officer recommends moving forward with a succeeding/superseding lease. Direct negotiations with the current lessor will be initiated to secure a succeeding /superseding lease. _ Market research was performed on _ _ (Date) and identified potential acceptable locations. A cost-benefit analysis was performed (attached) and resulted in a cost savings to the government of $_ _, therefore the Lease Contracting Officer has determined that there is only one responsible source. The Lease Contracting Officer recommends moving forward with a succeeding/superseding lease.
