- Attachment 4: Past Performance Questionnaire Attachment 2: Excel Pricing Spreadsheet - CLIN Structure RFP OPM3616R0001 for the Disability Recruitment Initiative Solicitation No. OPM3616R0001 is hereby posted for the Disability Recruitment Initiative for the Office of Personnel Management's (OPM's) Office of Diversity and Inclusion (ODI) group. The solicitation is being issued as a total small business set-aside, as a commercial procurement under Federal Acquisition Regulation (FAR) Part 12 and Part 15 guidelines. The Government intends to award a single Blanket Purchase Agreement (BPA) with a three year ordering period (one base year and two option periods.) For the Disability Recruitment Initiative requirement, OPM has a mission to increase the competitive employment of Americans with disabilities within the Federal Government. President Barack Obama issued Executive Order 13548 Increasing Federal Employment of Individuals with Disabilities, which requires Federal agencies to increase the hiring of people with disabilities. The Order provides that the Federal Government, as the Nation's largest employer, must be a model for the employment of individuals with disabilities. The Order directs Executive departments and agencies to improve their efforts to employ Federal workers with disabilities and targeted disabilities through increased recruitment, hiring, and retention of these individuals. In support of this mission, OPM requires a contractor to recruit individuals with disabilities for specific job occupations and geographic areas for Federal agencies using Schedule A Hiring Authority. The contractor is required to conduct specialized recruitment efforts requested by Federal agencies, and shall consider candidates from the Shared List on Max.gov. Award of this BPA will allow OPM to accomplish its mission more efficiently and effectively to recruit persons with disabilities. By utilizing the trade-off process described in FAR 15.101-1, the best value for the Government will be obtained. Award will be issued to the responsive and responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government, price and other factors considered, in accordance with the evaluation criteria identified in the solicitation. The BPA will be issued with Firm Fixed Price (FFP) type CLINs. Interested parties must be registered in the System for Award Management (SAM) via https://www.samgov/portal/public/SAM/. On line Certification and Representations are also required. Failure to comply with SAM registration may render an offeror ineligible for award.
