Description
This announcement is a Request for Information (RFI) only. The U.S. Army Corps of Engineers, Kansas City District (NWK), in conjunction with Transatlantic District Afghanistan (TAA), is seeking preliminary information from capable and reliable sources. The proposed requirement consists of providing women's participation facilities for the Afghan National Army (ANA). The project is a part of the overall effort to provide for the completion of the Marshal Fahim National Defense University (MFNDU) site at Qargha, Afghanistan. The Base Bid consists of construction of 3 buildings on Site 1, including lightning protection, gravel access road ways, 3.65 meter high privacy wall, sidewalks, grading, and utilities. The following facilities are included in the Base Bid: Conference Center; Gymnasium; Daycare Center. In addition to the Base Bid, there are 2 Options in this Contract. Option 1, if awarded, consists of construction of a gymnasium on Site 2, including lightning protection, gravel access roadways, 3.65 meter high privacy wall, sidewalks, grading, and utilities. Option 2, if awarded, consists of construction of a gymnasium on Site 3, including lightning protection, 3.65 meter high privacy wall, sidewalks, grading, and utilities. The purpose of this Sources Sought Notice is to determine if there are adequate contractors available to provide sufficient competition to compete and perform a firm fixed price design bid build construction type contract. Interested contractors shall consider the following requirements: A. Site Location: Qargha, Afghanistan B. Site Plan: Multiple buildings within three sites on the MFNDU with concurrent construction C. Magnitude of construction: Between $10,000,000 and 25,000,000 USD The U.S. Army Corps of Engineers, Kansas City District (NWK), in conjunction with Transatlantic District Afghanistan (TAA), is currently seeking information to establish a list of qualified companies who may be interested in submitting a proposal to construct these facilities. The contractor must be able to demonstrate that their company has the capability to successfully execute this requirement. The firm should provide the following information in their response. 1. Company name, mailing address, point of contact, telephone number, email address, CAGE code and size of your organization (i.e. Large Business/Small Business). 2. Information indicating the type of similar projects (new vertical construction between $10,000,000-25,000,000 USD in the last 5 years) your firm has successfully completed as a prime contractor. The Government is looking for prime contractor experience only. a. Identify any contracts including contract number previously awarded and successfully completed in Afghanistan b. Identify any contracts including contract number previously awarded and successfully completed in this particular region/province of Afghanistan c. Identify any contracts previously award to you by the U.S. Army Corps of Engineers. Provide the contract number in your response. 3. Provide a statement of your firm's ability to execute multiple projects in the identified location. 4. Provide a capabilities statement showing the maximum construction capacity your firm can adequately perform. The contractor should be familiar with this type of work and show have successfully accomplished it in the recent past. 5. Controlling interest: Provide the nationality of your firm. Is your firm foreign-owned/foreign-controlled. The company's joint venture information, either existing or potential, if applicable. 6. A statement of firms bonding or surety consisting of the following information: Name of Surety, including contact information, type of security available (i.e. Payment, Performance Bonds, Letter of Credit), Construction bonding level per contract, and aggregate construction bonding available.
