Description
Solicitation issued 15 June 16 FOR LACKLAND AFB, San Antonio, Texas: This request for proposal (RFP) is a full and open competitive contract for construction - this is the fifth of potentially eight dormitory projects. This project provides for construction of a 1,248 person basic military training (BMT) dormitory. The dormitory is approximately 280,563 GSF, five stories with mechanical equipment on fifth floor, reinforced concrete structure, clad with precast concrete panels, single elevator, and provided with a standing seam metal roof. Special foundations to support this new dormitory will be required. Work will include building information systems, intrusion detection systems, energy monitoring and control systems, fire/smoke detection and alarm systems and connections to installation central systems. Supporting facilities include a free standing Equipment Building and Weapons Cleaning Pavilion, running track, exercise pads, parking lot, AF/FP low security wall with integral street lights, and landscaping/irrigation. Supporting utilities include water, sewer, gas, and electric utilities, exterior communications, site drainage and some rough grading. In addition, the successful offeror will be required to establish the ATC Construct Recruit Housing and Training Construct Recruit Housing and Training (Airmen Training Complex Dormitory #5) - W9West Campus construction free zone and construct a temporary construction haul road to access the site. Access for individuals with disabilities will be provided. DFARS 236.204 Disclosure of the magnitude of construction project (ii) Between $25,000,0000 and $100,000,000. The RFP proposal is due on 15 July 2016. No public bid opening procedures are applicable for this solicitation. A firm-fixed price UNRESTRICTED contract is anticipated to be awarded using Best Value Evaluation (Lowest Price Technically Acceptable) criteria. Anticipated contract award date on or about 20 September 2016. Anticipated project completion date is 9 March 2019. This announcement is open to all businesses regardless of size. If a large business firm is selected for this announcement, it must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan for that part of work it intends to subcontract. The plan is required as part of this submittal. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. Projects outside the primary area of responsibility may be added upon approval of all parties and at the option of the Fort Worth District, U.S. Army Corps of Engineers.
