- Tobyhanna Army Depot (TYAD), Tobyhanna, PA has a requirement for the manufacture of the conduit assemblies listed in the quantities below. The conduit assemblies will be used in the Direct Support Electrical System Test Sets (DSESTS) at TYAD. The following will be required: 50 each Conduit Assembly drawing number 12465605 50 each Conduit Assembly drawing number 12465611 50 each Conduit Assembly drawing number 12465615 50 each Conduit Assembly drawing number 12465559 50 each Conduit Assembly drawing number 12465567 50 each Conduit Assembly drawing number 12465623 plus 1 each first article (total 51 conduit assemblies) 50 each Conduit Assembly drawing number 12465619 50 each Conduit Assembly drawing number 12465621 The following certifications, qualifications and testing will be required in the solicitation: The specifications (drawings) for this requirement are International Traffic Arms Regulations (ITAR) restricted and will only be released to interested vendors who have a current and valid registration on the Joint Certification Program (JCP) site. The JCP site is: https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx Contact the contract Specialist named below with JCP certification information to obtain a copy of the drawings after the solicitation is issued. A Manufacturing Qualification requirement is applicable to this requirement. Offerors will be required at time proposal submission is due, to be fully qualified as an approved source of manufacturing to be eligible for a contract award. The Government reserves the right to award a contract, at the time specified for award, to a qualified source even though other sources may not have finished qualifying. Offerors interested in becoming an approved source of manufacturing for the Conduit Assemblies required shall contact the Point of Contact for this process and provide manufacturing source qualification information that will be required. A first article of each conduit assembly drawing package shall be supplied for testing in order to qualify as an approved source of manufacturing. Tobyhanna Army Depot Engineering will be the qualifying activity. The POC is Jason Evans, Tobyhanna Army Depot, Phone: 570-615-8023, Email: Jason.p.evans3.civ@mail.mil. For approved sources of supply, first article testing will be required on conduit assembly drawing number 12465623 only. The first article testing will be conducted at Tobyhanna Army Depot by the Government. The first article unit to be tested must be delivered to the government within sixty (60) days from date of award. Within 60 calendar days after the Government receives the first article, the Contracting Officer will notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. Upon notification of successful completion of first article testing, the contractor shall deliver a partial delivery of 10 conduit assembly sets within 30 days after first article approval with the remaining balance due 90 days after the first delivery. Complete delivery of production units will be within 9 months from date of award. Deliverables are FOB Destination to Tobyhanna Army Depot, Tobyhanna, PA 18466. The RFP will be available on the Federal Business Opportunities (FedBizOpps) website. Vendors requesting an electronic copy may download the RFP on or after the issue date at https://www.fbo.gov/. At Keyword/Solicitation Number, type W25G1V-16-R-0028 and click 'Search'. This acquisition will be conducted in accordance with FAR 15 - Contracting by Negotiations. Request for Proposal (RFP) W25G1V-16-R-0028 will be issued on or about June 30, 2016 under Full and Open Competition. The NAICS is 335929 and the Size Standard is 1,000 employees. The FSC is 5995. Actual issue and due dates shall be as established in the solicitation The solicitation will be issued electronically only. No paper or disc copies will be issued. It is the responsibility of interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. Any resultant contract will be Firm Fixed-Price, one award. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of contract with any DoD agency and found to be responsible in accordance with FAR Subpart 9.1 - Responsibility of Prospective Contractors. All proposals submitted shall require a technical proposal describing the Contractor's capability to manufacture the Conduit Assemblies. Defense Federal Acquisition Regulation Supplement (DFARS) 225.1- Buy American Act-Supplies, applies to this acquisition. DFARS 252.225-7001- Buy American Act and Balance of Payments Program, will be included in the solicitation. This pre-solicitation notice is not a request for competitive proposals.
