*SEE ATTACHMENT* NOTICE OF INTENT TO AWARD SOLE SOURCE SOLICITATION NUMBER: M67004-16-Q-1040 Synopsis: The Government hereby submits a notice of intent to award a 5-year Blanket Purchase Agreement (BPA) and the first task order for the procurement of Enterprise Quality Management Software and all required installation and maintenance services under other than full and open competition to a small business concern, IQS Inc., North Olmsted, Ohio, 44070. Other than full and open competition is in accordance with FAR 13.106-1(b) and an approved Justification and Approval is on file. The government has reasonably determined that the firm IQS, Inc. is the only source reasonably available to satisfy our requirement and meet the required delivery time. The requirements of FAR 19.301-2 have been met in making this a sole source award to a small business concern. This award will be made under other than Full and Open Competition to firm IQS, Inc. located 24950 Country Club Blvd. #120, North Olmsted, Ohio 44070. The delivery is by 1 August 2016 for the initial task order. The maximum amount that can be ordered under the resultant 5-year BPA is $500,000. The BPA shall be for a period of 5-years or $500,000 whichever comes first. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not hinder mission objective of Blount Island Command in terms of both performance and meeting critical delivery schedule. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quotes or proposals.
