- The U.S. EPA intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with ICF Incorporated, L.L.C to provide support services to the U. S. Environmental Protection Agency (EPA), Office of Science and Technology (OST), Health and Ecological Criteria Division (HECD) under contract titled "Technical and Regulatory Support for the Development of Criteria for Water Media (Microbiology Emphasis)", EP-C-11-005, for an additional 1,885 level of effort labor hours to be utilized to extend the contract which expires July 1, 2016, by two months, until September 30, 2016. The EPA Office of Water, Office of Science and Technology, Health and Ecological Criteria Division requires the contractor to provide technical and regulatory support services for the development of human health criteria, health advisories, maximum contaminate level goals and pollutant limits. This support includes activities such as conducting literature reviews, conducting risk assessments, performing statistical analyses, evaluating pollutants selected for review by the United States Environmental Protection Agency (EPA), assessing the potential impact of criteria on sensitive populations, preparing criteria documents, preparing health advisories, preparing technical guidance documents, preparing technical support documents for regulatory requirements, preparing the index of references for proposed and final regulations, summarizing comments on proposed regulations, and arranging and conducting workshops EPA believes that ICF Incorporated, L.L.C., with its experience in working the current contract, is uniquely qualified for this short term additional effort and ICF Incorporated, L.L.C. is the only responsible source able to perform this 2-month effort due to its combination of expertise, knowledge of the equipment and facilities, and familiarity with ongoing projects required to meet EPA's critical deadlines. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date for this modification to the existing contract is June 30, 2016.
