- The Department of Veterans Affairs Medical Center, NCO 9 Network Contracting Office, on behalf of VA Medical Center Memphis, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a firm-fixed priced Service Contract for Patient Entertainment. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 512120. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals or quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these services, please provide the following information: 1.Organization name, address, point of contact, email address, Web site address, and telephone number. 2.Business size: small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc. 3.Business type under North American Industry Classification System (NAICS) 512120, which contains a size standard of $32 Million, CAGE Code and DUNS Number. 4.Under which NAICS code does your company usually provide the requirements described in the Scope of Work (SOW)? Please provide rationale for your answer is different from NAICS 512120. 5.Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate market information to ascertain potential market capacity to: 1.Provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. 2.Implement a successful plan that includes: compliance with program schedules; cost containment; meeting and tracking performance. 3.Provide services under a firm-fixed price contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by 11:00am CST, June 22, 2016. All responses under this Sources Sought Notice must be emailed to dewayne.knowles@va.gov, Subject Line Title: Service Contract for Patient Entertainment. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. SAM: Interested parties shall be register in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33. The SAM can be obtained by accessing the internet at www.sam.gov or by calling 1-866-606-8220. SCOPE OF WORK 1.DESCRIPTION OF SERVICES: The contractor shall provide services for Patient Entertainment (movies) for the VA Medical Center Memphis 24 hours a day/ 7 days a week. The requested program services must be available each month on tape, DVD and/or satellite to be viewed on the hospitals' approximately 375 TVs. The contractor shall ensure that the movies are current, edited for appropriateness for a family environment (no X-rated movies), and available to be viewed on the medical center television system in patient rooms and public areas via closed circuit television equipment located within the confines of the hospital. All of the deliverables are necessary for the successful entertainment for the patients and others at the facility. 2.GENERAL REQUIREMENTS: "The hours of display may vary but the contractor shall ensure that no less than thirty movie titles and will be at the convenience of the VA Medical Center Memphis. "The contractor shall ensure that all of the motion pictures be of acceptable content, language, and depiction as determined by the facility. (The requested service may include but not limited to a quantity of numerous movie titles. Titles can be from but not limited to Columbia Pictures, Warner Brothers, Sony Pictures, Walt Disney Pictures, Touchstone Pictures, Hollywood Pictures, Universal Pictures, Focus Features, Tri-Star Pictures, Paramount Pictures, DreamWorks S.K.G., Metro Goldwyn Mayer, Miramax, New Line Pictures, United Artists, Think Films, Lions Gate, Magnolia Films, and other comparable producers.) "The contractor shall ensure that the VA Medical Center is permitted to update 25% percentage of the movie titles every three months. "If needed, the VAMC Memphis will request to the contractor, in writing, permission to make the movies available for reception to any additional facility within the hospital or any geographic area associated with the hospital. "The contractor shall provide in writing to the Contracting Officer (CO) and Contracting Officer Representative (COR) if for any reason deliverables cannot be dispensed within the 15 days allotted timeframe of each month to VAMC Memphis. "The contractor shall attend an initial meeting prior to the beginning of services for VAMC Memphis. 3.EQUIPMENT REQUIREMENTS: The contractor shall provide a Digital Media Player (DMP) to be used for digital movie files at the Medical Center. The VAMC Memphis shall maintain the Digital Media Player in a secure environment with limited access. 4.ADDITIONAL REQUIREMENTS: UN-AUTHORIZED COMMITMENTS: The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract. Only the Contracting Officer is authorized to make commitments or issue changes, which will affect price, quantity or quality of performance of this contract. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment will be made in contract price to cover any increase in costs incurred as a result thereof. 5.PLACE OF PERFORMANCE: VA Medical Center Memphis, 1030 Jefferson Avenue, Memphis, Tennessee 38104 6.HOURS OF OPERATION: The contractor will perform services required during the hours of 8:00 am - 4:30 pm, Monday through Friday or as directed by the designated VAMC Memphis Point of Contact. 7.U.S LEGAL HOLIDAYS: The following is a list of U.S. Government holidays. If the holiday falls on a Saturday, the proceeding Friday is observed as the holiday; if the holiday falls on a Sunday, the following Monday is observed as the holiday. Employees must have a valid state or government identification. All contractor/vendor personnel shall display a VAMC Memphis issued identification badge while performing work on any VAMC property. Smoking is not prohibited on property except in designated areas. Possession of weapons is prohibited (in vehicle or on person). Enclosed containers, including tool kits, shall be subject to search. Violations of the VA regulations may result in citation answerable in the United States (Federal) District Court. Contractor employees (crew) when on VAMC Memphis grounds; shall not bring visitors into the facility; shall not bring into the facility, any form of weapons or contraband; shall not bring in any alcohol or drugs or be under the influence of alcohol/drugs; shall conduct themselves in a professional and polite manner at all times; shall not cause any disturbances in the facility, are subject to all the rules and regulations of the VAMC Memphis. Contractor personnel shall present a neat appearance and be easily recognized. Contractor shall furnish and require every on-site company employee to wear a company shirt and safety shoes. All company workers while on duty shall be identified by uniform shirt or blouse indicating the company logo. The print should be large enough to be easily read. In addition all company staff assigned to work at the VAMC Memphis. 10.SITE REGULATIONS: All work shall be performed in accordance with VAMC Memphis rules & regulations. 11.TYPE OF CONTRACT: Firm Fixed Price contract.
