Amendment 0001 for Pre-Solicitation Notice (Additional Source Selection Details / Information) PRE-SOLICITATION ANNOUNCEMENT • PROJECT TITLE: Repair Ellis Island Service Bridge, Ellis Island Part of Statue of Liberty National Monument, Jersey City, New Jersey, Project No. STLI 213901 • GENERAL: The National Park Service, Department of Interior, will be soliciting proposals from construction firms having the capability to perform the work described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below. It is anticipated that a solicitation will be issued electronically, on or after May 30, 2016, on the Federal Business Opportunities (www.fbo.gov) website. Responses will be due approximately 30 days or more following the issuance of the solicitation, once posted. Actual proposal receipt date will be established at the time solicitation documents are available. This pre-solicitation announcement does not constitute a solicitation. The entire solicitation package with all attached documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications and drawings will be available in Adobe PDF format through fbo.gov. Paper copies of this solicitation will not be made available. • DESCRIPTION: This project will consist of repairing, strengthening or replacing deteriorated portions of the existing Ellis Island service bridge. Work involves designing and developing details, Specifications and drawings each work task. Work also includes performing rating calculations for the bridge, obtaining all permits required for performing the construction work. All repair work is to be performed in accordance with the current edition of the American Association of State Highway and Transportation Officials (AASHTO) LFRD (Load and Resistance Factor Design) Bridge Design Specifications, AASHTO's LRFD Bridge Construction Specifications, the New Jersey Department of Transportation's Bridge and Roadway Design Manuals, OSHA, the National Electric Code, and any applicable regulations, policies, and Denver Service Center work flows. • PROCUREMENT TYPE: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price to determine the best value (trade-off process) to the government. • SET-ASIDE TYPE: The anticipated acquisition will be Total Small Business set aside. • NAICS CODE: The NAICS code for this project is 237310 and the small business size standard is $36.5 million. • MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be between $5,000,000 and $10,000,000. • DURATION: The contract duration will be provided within the specifications once the solicitation is issued. • SITE VISIT: It is anticipated that there will be a Pre-Proposal Conference/Site Visit. Specific details regarding this meeting will be provided in the solicitation, once posted. • ADDITIONAL INFO: Vendors can search for opportunities and award history on fbo.gov without registering. The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a Watchlist that you can add your company to. Registering provides opportunity to receive notifications, which is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. • It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors, are strongly encouraged to contact their local Small Business Administration office, to post their need for qualified subcontractors on SUB-Net accessed at http://web.sba.gov/subnet/, and to utilize the Small Business Administration's Dynamic Small Business Search for potential subcontractors within these various socio-economic categories. • REQUIREMENTS: You are required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Online representations and certifications must also be completed using SAM.gov. ************** ADDED SECTION / INFORMATION BELOW ***************** • SOURCE SELECTION PROCESS: The Government shall conduct the source selection process in accordance with the Two-Phase Design Build Selection Procedures noted in Federal Acquisition Regulation (FAR) Part 36.3. Phase 1: The first phase of the solicitation shall be issued on Federal Business Opportunities (FBO.gov) and shall instruct all Offerors to submit an initial proposal that addresses only the Phase 1 evaluation criteria. Proposed pricing shall not be included in phase 1 proposals. The Government will evaluate phase 1 proposals in order to determine the most highly qualified offerors. A maximum of up to 5 offerors and no less than 3 offerors shall be selected to move forward to Phase 2. Those offerors that are not selected to move forward to Phase 2 will be notified and thanked for their participation. Phase 2: The Government will then notify the Phase 2 offerors of their selection and will request they submit a follow-up proposal that addresses the phase 2 evaluation criteria. Proposed pricing shall be included in phase 2 proposals. The Government will evaluate the phase 2 proposals. It is the Government's intention to award a single contract to the offeror whose phase 2 proposal provides the best value to the Government. • The Government anticipates to post the Request for Qualifications on or around the week of June 20th, 2016. • Please note that Architectural / Engineering firms that were involved in the preparation of the Government's Design - Build RFP documents for this project are not eligible to participate in the subsequent design-build process. • For questions please contact both the Contract Specialist, Ms. Monica Divelbess, via email only at monica_divelbess@nps.gov and Contracting Officer Frank Camacho (Mike), via e-mail only at frank_camacho@nps.gov.
