Description
Request for Quote. Sole source purchase for fourteen T5 Manpack Satellite Terminals. See attached RFQ. Sole Source Justification is done under Subpart 13.501 (a) and FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Based on the technical criteria set forth by Government technical experts and associated accrediting organizations the OverHorizon LLC T5 Manpack Satellite Terminal is the only system which will operate on the Government's unique High Bandwidth Data Communications System (HBDCS). No other COTS terminal has the required interoperability to operate on this unique network and integrate with legacy hardware already in the Government's inventory. The T5 terminals were solely developed by OverHorizon, as the world's smallest broadband terminals for use is desert, tropical or arctic environments and are only available from the original source. Only OverHorizon LLC has the necessary proprietary knowledge to configure the terminals for the correct network architecture to allow for integration with the HBDCS. This hardware will enable the Government to meet its capability gap of providing high data throuput satellite on the move (SOTM) communications. The reconfiguration of HBDCS and SOTM to integrate other satellite terminals would result in substantial duplication of costs that are not expected to be recovered through competition. Also, maintenance and integration has already been performed on the existing system and a change to the existing system will also result in increased cost for maintenance and integration for a new system. OverHorizon has no authorized resellers or partners for the required hardware. The approved justification will be posted in FedBizOpps within fourteen days after award.
