Description
Request for Proposal (RFP) VA244-16-R-0173; Nursing Home Services VA Medical Center Philadelphia The below table provides questions from Potential Offerors and VA Responses. It should be noted that many of the questions were slightly modified to remove first person references and the like. The intent of the question however remains the same. Please note: 1)Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. 2)Should any conflict appear between information provided at the conference and the RFP, the information in the RFP shall take precedence. Do we follow the occupation rates or the minimum wage of $10.15?Attachment 3 to the RFP document.It depends. FAR Clauses 52.222-55, Minimum Wages Under Executive Order 13658, and 52.222-41 are both terms and conditions in the RFP. If FAR 52.222-55 applies, there are exceptions, then the minimum wage of $10.15 per hour is applicable. Otherwise the rate of $9.77 per hour would apply. The RFP remains unchanged. 2Are there any IT data storage requirements that the facility has to follow with the VA?RFP Section C.14, VA Information System SecurityIt is not expected that data storage requirements will be necessary under this Basic Ordering Agreement (BOA). Nor will access to VA IT systems be required for performance. For a referral, the VA will provide information contained in the referral packet to include face sheet, most recent evaluations/consultations and physician notes. The RFP remains unchanged. 3Is there a description of the employee class (for example GS-2) listing?FAR Clause 52.222-42 in RFP document Review FAR Clause 52.222-42, Statement of Equivalent Rates for Federal Hires. Per the clause "This statement is for Information Only:" The RFP remains unchanged. 4Do all employees have to be brought up to the wage minimums if only a small percentage of the in house population are VA residents?Attachment 3 to the RFP document.FAR Clauses 52.222-55 and 52.222-41 define application of wage minimums for contracted work. The RFP remains unchanged. 5If we currently have a provider agreement in place will the contract discussed this morning will replace the current agreement correct?N/AYes. The BOA to be awarded from the RFP will replace previously awarded "provider agreements" which are no longer permitted by VA. When BOAs are awarded no new patients will be referred to homes with existing provider agreements. VA will consider movement of existing residents placed under provider agreements, however this would depend on many variables. The RFP remains unchanged. 6If the resident has as diagnosis of HIV does the RUG rates increase 128%?RFP Performance Work Statement Section C.6The per diem rate utilizes the Medicare RAI/MDS assessment and RUGS score as the reference for rates. Assessment schedules identical to Medicare will be used. There is no identified exception for HIV. The RFP remains unchanged. 7Do you follow all the traditional MCA guidelines: 5/14 day assessments etc., certification/recertification and issuing NOMNC etc.? RFP Performance Work Statement Section C.6Yes, The VA follows the Medicare schedule for reporting and assessments. The RFP remains unchanged. 8Will the facility have a "go to" person if we have questions?N/AYes. The Contracting Officer and Contracting Officer Representative (COR) are actively involved in the administration of the BOAs. These individuals will be named in the BOA and provided to the Contractor. The RFP remains unchanged. 9Do we need to report the RUG on scheduled OBRA assessments (Annuals/Quarterly etc.,)?RFP Performance Work Statement Section C.6Yes, The VA follows the Medicare schedule for reporting and assessments. The RFP remains unchanged. 10Will we have an opportunity to "carve-out" certain drugs?RFP Performance Work Statement C.23 b and Schedule of Items B.3 4.Assuming CNH policy permits VA meds, "High cost" medications for certain conditions such as oncology, Hep C, or HIV can be discussed on a case by case basis, during nursing home admission. VA would follow CNH policy under such conditions and reimburse meds per references in RFP. The RFP remains unchanged. 11Will we get reimbursed for additional cost of meds as MC does such as HIV meds?RFP Performance Work Statement C.23 b and Schedule of Items B.3 4.Medication costs up to 8.5% of billed care are included in the RUG rate pricing. When medication costs exceed the 8.5% of the monthly per diem VA will be billed as a separate line item in addition to the applicable per diem billing rate. The RFP remains unchanged. 12May we propose a participation agreement as opposed to a BOA, or simple extension of the existing provider agreement? N/ASee response to Question #5 above. 13Will offerors be notified of award/non-award?See Instructions to Offerors, pg 53, item 12.12. Individual non-award notifications will not be published. The MVAHCS "(should be VA)" will publish an electronically-consolidated notification via a Federal Business Opportunities Award Notice once all sites' Basic Ordering Agreements (BOAs) have been awarded. The award posting notice on the Federal Business Opportunity (FBO) website, (http://www.fbo.gov/), will serve as non-awardees' official electronic notification of award. 14We are attempting to figure out how to best price our proposal. Can you tell us how many proposals you are expecting to receive?N/AIt is unknown how many proposals will be received. With regards to evaluation and selection of offers, or proposals, please see Section E.12 of the RFP which states in some detail how proposals will be evaluated and selected for award. The VA has established a team to perform the evaluation utilizing mainly publicly available data from the CMS Nursing Home compare website. Offerors can improve their chances for award by following the Instructions to Offerors, see Section E.1 of the RFP and by offering competitive pricing as the VA intends to award based to offerors who are technically acceptable offering the best pricing terms, ie, "Low Price Technically Acceptable". 15What do we need to submit with our proposal?RFP Section E.1, Instructions to OfferorsPlease see RFP Section E.1, Instructions to Offerors.
