- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation Number: W91242-16-Q-0983 is issued as a Request for Quotation. 3. The provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular 2005-83, Effective 02-July-2015. Defense Federal Acquisition Regulation DPN 20150602, Effective 02-June-2015. Air Force Federal Acquisition Regulation AFAC 2015-0406, Effective 06-April-2015. 4. This acquisition is issued as a small business set-aside. The NAICS code specified for this requirement is 315990, with size standard of 500 Employees. 5. Contract Line Item Numbers: a. 0001 - Tactical Belt, multicam color - must meet or exceed the following requirements/characteristics: i. Two-layer combination. Inner layer is hook-and-loop fastener webbing belt, outer layer is tactical load-carrying belt with the Pouch Attachment Ladder System (PALS). Outer layer must be capable to add multiple Modular Lightweight Load-Carrying Equipment (MOLLE) attachments. ii. Adjustable buckle with metal "D-Ring." iii. 5,000 lbs. tensile strength. iv. Trade Agreement Act/Berry Amendment compliant. v. Qty: 60 each. Size Requirements: 5 small (approx. 28"-32"), 40 medium (approx. 33"-36"), and 15 large (approx. 37"-45"). 6. Description of requirement: Multicam Tactical Belt capable of being using to repel 7. Delivery will be FOB Destination within 60 days after date of contract, to the following address: Jeremy Mullins 39471 Hercules Dr. New London NC 28127 8. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. 9. If vendor is capable of quoting the item requested or an "or equal" item, offers shall be evaluated by price. If an item is determined to not be equal to the brand name item requested, the offer will be notified in writing with a justification. 10. The Government advises offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 11. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. 12. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. 13. Specific contract requirement: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. 14.
