- DEPARTMENT OF THE AIR FORCE 496th Contracting Flight (USAFE) Moron AB, Spain Synopsis Repair Hanger Access Slabs Requesting Agency: 496th Civil Engineering Flight - 496 ABS/CE Morón AB, Spain Purchasing Agency: 496th Contracting Flight - 496 ABS/LGC Moron AB, Spain NOTICE TO OFFERORS : Funds are not presently available for this project. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 2 July 2016. Due to the overseas location of this solicitation, no Small Business set-aside will be used. The North American Industry Classification System (NAICS) codes for this acquisition is 238120 Contract magnitude is between $250,000 and $500,000 U.S. dollars. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." NOTE : THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. SCOPE OF WORK : The scope of work consists of the furnishing of all the labor, materials, plants, transportations, equipment and services to accomplish all the work in strict accordance with the drawings and specifications. The work includes, but is not limited to, the reconstruction of the pavement that are used to access aircraft hangers and the fire department. The Contractor shall responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris (FOD) controllers during the work hours. A total of three phases has been established for the project execution. PERFORMANCE PERIOD : The Contractor shall provide the performance period with the proposal. The performance period proposed for this project is 270 calendar. CERTIFICATION OF CLASSIFICATION : Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "registro Oficial de Contratistas de Obras del Estado" of the "Ministerio de Economia y Hacienda" covering the following groups, subgroups and categories. Group Subgroup Category E 4 F G 1, 2, 3, 4, 5, 6 F K 6 E O 2 D Other Requirements: Bidders must hold an updated Certificate UNE-EN ISO 9001 and UNE-EN ISO 14001 issued by an official certification body for the following activities: • - Construction of work types of hydraulics (supply and sewage, channels, ditches,outlets, banks protections, canalizations with pressure pipes of big diameters) •- Construction of work types of roads and runways • - Placing and setting up of bituminous mixes - Upkeep and maintenance of roads, runways, highways and freeways - Construction of work types of hydraulics (supply and sewage, works without specific qualification. - Construction of work types of roads and runways (with pavements of bituminous mixes, markings and signage of roads, works without specific qualification) Bidders or their Subcontractors for markings, if any, must hold an updated Certificate of Classification issued by the "Registro Oficial de Licitadores y Empresas Clasificadas del Estado", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate. Group Subgroup Category G 5 F O 2 D The above general outline in no way limits or reduces the responsibility of the Contractor to perform all work as required by the Statement of Work and project drawings in order to provide a complete and operable facility. Registration with FedBizOps, https://www.fbo.gov is highly recommended. Notifications will be posted via electronic means from this office. Any failure of ackowledgement by the interested party pertaining to updates or changes to the synopsis/solicitation will be at no fault of the Government. The Government reserves the right to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation. In order to be awarded a contract by the U.S. Government, the company must be registered in the System for Award Management (SAM); contracts cannot be awarded to unregistered contractors.
