- The purpose of the amendment is entirely for providing information to interested parties, and that further responses will not be evaluated. Information is contained at the bottom of this Description entitled : "Questions from Industry and Government Response" This is a Request for Information (RFI) only. Do not submit a proposal or quote. After reviewing the description of requirements, interested capable contractors are invited to provide responses to the following questions. Responses should follow this format and be submitted electronically as one complete document. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. The purpose of this Request for Information (RFI)/Sources Sought is to identify potential active certified Small Businesses that can provide support to the Communications Electronic Command (CECOM) Software Engineering Center (SEC), Command, Control and Communications - Tactical (C3T) Directorate at Aberdeen Proving Ground (APG), Maryland in support of its worldwide customers as a Cost Plus Fixed Fee (CPFF)-Term for all line items other than travel and materials. Travel is on a Cost basis in accordance with FAR 16.302. The period of performance is estimated to be for one (1) base period and two (2) option periods. The services will include related activities in support of all software maintenance, Post Deployment Software Support (PDSS) and Post Production Software Support (PPSS) services of the Tactical Internet Management System (TIMS) and network support for the System Deployment Integration and Network (SDIN). The TIMS provides various Network Operations (NETOPS) functionality in support of the Army Capability Sets, the Integrated Tactical Network Environment (ITNE), and the Common Operating Environment (COE). The ITNE is also often referred to as the Lower Tactical Internet (LTI). PPSS support of TIMS shall include the creation, validation, maintenance, and support of virtualized machines of TIMS software which is currently being integrated into the Joint Tactical Networking Environment Network Operations Toolkit (J-TNT). The operational capability requires support for integration and testing of the TIMS Virtual Machine (VM) (or software) onto the J-TNT. The SDIN is a DoD resource managed and operated by the CECOM SEC that brings together strategic, tactical and coalition network services and capabilities into one centralized location in which Joint and Coalition users can share resources and communications assets in order to support interoperability and unit readiness. The SDIN supports Research, Development Test and Evaluation (RDT&E), software development and sustainment activities by providing and an "on-demand Distributed Testing Environment (DTE) and an operational environment. Combatant Commands (COCOMs), Services, and Agencies (CC/S/A) can utilize the SDIN for unit training, systems assessment, and operational readiness. SDIN is situated as a technical hub for the C4ISR Center of Excellence, providing connectivity among the key campus lab locations to allow its members to seamlessly share resources and capabilities in support of a distributed testing environment. The networking services and tactical communications support activity requires support for technical networking services supporting strategic and tactical interoperability communications testing activities. The requested information will be used by the Government for market research purposes only and is not a Request for Proposal or a Request for Quote in that it will not be used to place an order with any vendor directly. This is for informational purposes only and the Government will not be obligated to award to any interested vendors that present information in response to this RFI. QUESTIONS 1. Government facilities will be provided for this effort at the Communications-Electronics Command (CECOM) SEC C3T Directorate facility at Aberdeen Proving Ground, MD. The contractor in support of this requirement shall utilize these facilities as the only place of performance. Can your company have staff be readily available to provide support at Aberdeen Proving Ground, MD within 30 days of contract award? 5. What percentage of this requirement do you plan to perform in house (not sub-contract out)? Also indicate (with supporting rationale) if/how your company would be compliant given the restrictions identified in the section 1651 of the Defense Authorization Bill 2013, which states that at least 50 percent of the total contract cost will be performed by the small business prime contractor. 6. Is your company currently providing similar services to another government agency (you may also include contract #s for government) or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially. 7. Interested companies may also provide a "White Paper" (no more than 10 pages in length) describing how its products and technical expertise could produce and deliver such capabilities as described in section 3.2 and all subparagraphs of the PWS. Does your company possess experience working with ArcSight or any related Security Information and Event Management (SEIM) system? Also, identify your company's past and current customers to which you provided similar products, including a customer/company name and point of contact, phone number and address/e-mail where they can be contacted. 8. Does your company possess a SECRET Facility Clearance with NO safeguarding requirements? 9. Questions from Industry and Government Response: Q1: Since there is no mention of the SSES NexGen IDIQ, is it safe to assume this effort is being solicited outside of the SEC IDIQ? A1: CECOM SEC C3T is conducting market research to determine the availability of capable and interested vendors for the COMM-JN requirement outside of the SSES-NexGen IDIQs. The contract vehicle and type of set-aside for the COMM-JN requirement will be decided on the basis of responses received from this FedBizOpps sources sought notice. Q2: Is it staying as a small business set-aside? A2: See first answer. If market research supports that there are capable and interested vendors for the COMM-JN requirement, then it is the intention of the Government for the requirement to remain as a small business set aside. Q3: If SBSA, would you consider direct awarding to a HUB Zone that is capable of doing this work? A3: See first answer. Depending on the results of the market research responses, and the small business utilization goals of CECOM SEC C3T, in accordance with the Federal Acquisition Regulations (FAR) the Government may employ a small business set aside for a specific type of small business, such as Small Disadvantaged Business (SDB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) small business, Woman Owned Small Business (WOSB), or other.
