- Attachment 1 - 2016-N-17807 Combined Synopsis/Solicitation for Radionuclides in Animal Urine i. This a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. ii. The solicitation number 2016-N-17807 is being issued as a request for proposal. iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. iv. This acquisition is for full and open competition. The North American Industry Classification System (NAICS) code is 541711 - Research and Development in Biotechnology. v. Information concerning the contract line item numbers and items, description of services, dates and places of delivery are included within Attachment 1. vi. A brief description of the CDC requirement is as follows: CDC seeks to procure animal urine produced using specified radionuclides incorporated into their urine via the natural metabolic processes (i.e., as if by ingestion or inhalation). Injection is also an acceptable method to achieve this incorporation. (See Attachment 1 for more detail.) vii. Deliveries to the following CDC location should be completed by November 16, 2016. CDC Roybal Campus 1600 Clifton Road NE, Atlanta, GA 30329-4018 Safety and Health Compliance Office MS G36 viii. The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. ix. The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. See Attachment 1, for Addenda to the provision that includes evaluation factors and evaluation criteria. x. Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. ( Note: If offerors are registered with the System for Award Management (SAM) and certs and reps are up to date, make a statement to that effect in accordance with the provision at FAR 52.212-3 (b) (2).) xi. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. xii. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial items, applies to this acquisition and FAR clauses applicable are: 52.203-6, 52.204-10, 52.209-6, 52.219-8, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.222.50, 52.223-18, 52.225-1, 52.225-13, and 52.232-33. Other applicable clauses can be found within Attachment 1. xiii. There are no special contract requirements or terms and conditions related to contract financing arrangements or warranty. xiv. The Defense Priorities and Allocations System does not apply to this acquisition. xv.
