- Description
- The Naval Air Weapons Center- Weapons Division (NAWCWD), China Lake, CA, intends to procure on an other than full and open competition basis a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract from INSITU, Inc. (INSITU), 118 E Columbia River Way, Bingen, WA, 98605-9086. This requirement is to provide subsystems, replacement subsystems and parts, both consumable and repairable, and upgraded parts for the X-200 Scan Eagle and X-300 Integrator Unmanned Aerial System (UAS) family, with each using the same ground subsystems. Incidental services are also needed for repair, installation of the replacement parts and additional engineering services. This contract is for a five year ordering period for a total value of approximately $7.3M. This contract is being written for the Unmanned Systems (UxS) program office at China Lake, CA. The delivery schedule will be specified in individual delivery/task orders. INSITU is the only know contractor who possesses the technical knowledge and data to provide the requirements previously listed. Per FAR 6.302.1 Only one responsible source and no other supplies or services will satisfy agency requirements. INSITU is the Original Equipment Manufacturer (OEM) that developed the Scan Eagle as a commercial item, and the Integrator as the Small Tactical Unmanned Air System (STUAS) replacement and is the sole manufacturer. In accordance with DFARs PGI 206.302-1 the Government issued a Sources Sought synopsis via the Federal Business Opportunities (FBO) website on 2 October, 2015. The Government's technical team evaluated responses to the Sources Sought and determined that no additional capable sources could be identified beyond those of the original equipment manufacturer (OEM), INSITU. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N68936-15-R-0091 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, schedule or duplication of cost to the Government. The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about August 1, 2016. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.
