Description
NASA/Armstrong Flight Research Center (AFRC) has a requirement to issue an area chase task for the Global Hawk Sensing Hazards Operationally using Unmanned Technology (SHOUT) Mission. In accordance with FAR 6.301-1(a), NASA/AFRC intends to lease an aircraft for the SHOUT mission as well as acquire the pilots to be the Observers from AirTec, Inc. 44174 Airport Rd Suite 300, California, MD 20619-2037. AirTec, Inc.'s pilots are formally trained test pilots that have proven results in conducting dissimilar aircraft formation. Additionally, AirTec, Inc.'s pilots are trained to alert Global Hawk pilots flying remotely from a ground control station at Wallops on traffic and/or other emergency situations. AirTec, Inc. is the only company that meets the stringent qualification of conducting Global Hawk chase mission. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. PDT on June 30, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
