- This notice of intent is not a request for proposals or quotes. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The proposed action will be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) ¿ only one source reasonably available. However, all responsible sources may submit a quotation and technical capabilities, which, if received by June 21, 2016 3PM Eastern shall be considered by the Government. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. The Grand Canyon Monitoring Research Center (GCMRC) for the US Geological Survey (USGS) intends to make a non-competitive firm fixed price award to North Arrow Research for analytical support to process topographic and bathymetric survey data and streamline data analysis products that advance the understanding of geomorphic processes. This project will result in the development of workflows scripts and tools that GCMRC scientists will use to make processing and analyses more efficient and repeatable. GCMRC requires a toolkit that facilitates and expedites the processing of a large number of repeat topographic and bathymetric surveys at a large number of monitoring sites. This toolkit must be capable of integrating data from multi-beam sonar, single beam sonar, and conventional topographic surveys and must result in the creation of a digital elevation model using a triangular irregular network and simultaneous creation of spatially-distributed maps of uncertainty. The workflow must be automated and managed through a ¿workbench ¿ interface that catalogues all raw and processed data. North Arrow Research has worked with GCMRC in the past; they have detailed knowledge of the current data structure, processing workflow, and needs for improvements. The Government has estimated that it would need to spend approximately 40 hours each with at least two employees from every interested party to reach the required level of knowledge just to provide a quote and perform the requirement. Therefore, the Government has determined the ¿ramp-up ¿ costs associated for other potential vendors is not feasible and not in the best interest of the Government.
