1. This request for proposal is cancelled in its entirety due to a substantial requirement that was omitted in error in the statement of work, and specifications. 2. In taking into account the omitted requirement during the proposal evaluation process, fairness, impartiality and competitiveness in the procurement process was compromised. 3. This requirement may be re-solicited at a later date, once the omitted information has been clearly defined, based on funds availability, and continued need for the requirement.
