- Technical Exhibit Revised Revised Performance Work Statement Request for Information Amendment Mission Command Systems (MCS) and Army Medical Department Business Systems (AMEDD) instruction. This is an amendment to the Request for Information for Instructional Services W81K04-16-T-00016 dated 9 June 2016. This amendment removes the requirement for a contractor to provide Instructional training on the AMEDD Business Systems-Theatre, Medical Communications for Combat Care Unit Level Administrator Course instruction, Battle Command Sustainment Support System and Microsoft Office Suite application and Defense Medical Logistics Support Customer Assistance Module (DCAM). This amendment also extends the response date to 22 June 2016. The Healthcare Readiness Contracting Office Provisional (HRCO {P}) in support of the Army Medical Command is issuing a Request For Information (RFI) to solicit industry on commercial insight, performance-based solutions, best practices, possible contractual arrangements, and potential issues. In addition, we request that potential quoters interested in this requirement respond to the questions at the end of the RFI and also provide a capability statement as requested below. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a request for proposal, a request for quotation, an invitation for bid, a solicitation, or an indication that HRCO (P) will contract for the items contained in the RFI. This RFI is part of a government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Responses to this RFI are strictly voluntary and the government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI does not restrict the government's acquisition approach on a future solicitation. The HRCO (P) has a requirement for non-personal service requirement to provide instructional services in Mission Command Systems (MCS) and Army Medical Department Business Systems (AMEDD) instruction. All services shall be completed in in accordance with the attached draft Performance Work Statement (PWS). It is anticipated that any resultant contract(s) that might result from this survey would have a period of performance from 1 September 2016 through 31 August 2017 with four 1-year options. The North American Industrial Classification System (NAICS) code is 611430 Professional and Management Development Training Services; and the small business size standard is $11,000,000.00. The Government desires that respondents offer their experience and recommendations on the attached PWS and provide responses to the following questions: 1. Does your firm have the ability to provide lesson plans, instructional materials, conduct and evaluate training in MCS and AMEDD Business Systems? 2. Does your firm have experience conducting training on MCS stated in paragraph 5.1? 3. Do your firm's instructors who provide MCS Courses certified in a minimum of one of the following systems: Force Battle Command Brigade and Below (FBCB2) Operator; Joint Capabilities Release; Command Post of the Future (CPOF)? 4. We anticipate the pricing method to be firm fixed price. We are considering that quoters provide pricing for contract line items (CLINs) on a per month basis. Is a firm fixed priced contract line item pricing structure feasible? If not, what is your preferred pricing structure? 5. What is the business size standard of your company (small business, small disadvantage business, service disabled veteran owned small business, HUBzoned, 8a, Large, etc.)? If 8a eligible please provide current status regarding your schedule graduation date from the 8a program under this NAICS. 6. Is the NAICS 611430 Professional and Management Development Training correct, if not is there a recommended NAICS code? 7. Provide any concerns, comments or recommendations you may have with the attached draft PWS. Give specific PWS paragraph numbers for reference. Respondents to this RFI should describe their interest and ability to perform the requirement summarized within this notice by submitting answers to each question, providing a capability statement and concerns, comments or recommendations to the draft PWS. The technical exhibit course frequency (draft) is attached. Responses should contain Company Name, Address, Point of Contact, Phone Number, Fax Number, CAGE Code, and Size of Business pursuant to NAICS code 611710 Educational Support Services (size standard is $15,000,000.00). Please submit all responses through e-mail to the point of contact identified in the section below. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses.
