***THIS IS A REQUEST FOR INFORMATION FOR HUBZONE SET-ASIDE CONCERNS ONLY, THIS IS NOT A REQUEST FOR PROPOSALS. *** The General Services Administration is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in, and the resources to, support this requirement for "Landscaping and Related Services" at the US Customs Cargo Inspection Facility, 2810 W. Fort St., Detroit, Michigan. This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561730 (Landscaping Services). The contract will be awarded around November 1, 2016 with a performance start date on or around March 1, 2017. The government anticipates awarding a one-year base with four one-year option periods. DESCRIPTION OF WORK: This project includes, but is not limited to, mowing lawns, overseeding, edging, mulching, pruning, watering, weed, pest and disease control and plant maintenance. Lawns will be well maintained and free of weeds and trash. Lawns will be maintained at a height of 4 inches. Groundcovers shall receive rejuvenation pruning every year and be maintained within their established bed lines to maintain a weed free, neat consistent appearance. Ornamental grasses shall be maintained at a height between 24 inches and 26 inches per the Government's approval. Walkways, landings, and steps will be free of trash and weeds. Shrubbery, trees and other landscaping will be pruned to maintain a well groomed appearance and be free of deadwood, suckers, litter and weeds. Fence areas, turf areas, sidewalks, gutters, roadways and other surfaces included in the maintenance area shall be free of leaves, litter and other debris. Landscaping maintenance will be performed during the growing season on a cycle approved by the Government to maintain the outside area in a neat and clean manner, and the contractor shall provide the management, supervision, manpower, equipment and supplies necessary to provide landscaping and related services. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA). THIS REQUEST FOR INFORMATION OR "SOURCES SOUGHT," SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOSAL OR OFFER. INFORMATION IS TO BE PROVIDED ON A VOLUNTARY BASIS. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES INCLUDING POSTAGE AND SHIPPING WILL ARISE AS A RESULT OF THE SUBMISSION OF INFORMATION.
